BOISE, Idaho — Idaho Attorney General Raúl Labrador cast doubts on doctors’ claims that they’re transferring an increasing number of patients out of state for care to comply with the state’s strict abortion laws.

The claims were central to a U.S. Supreme Court hearing Wednesday that will determine whether Idaho abortion law conflicts with the federal Emergency Medical Treatment and Labor Act, or EMTALA. In amicus briefs filed for the case, and in interviews with the Idaho Statesman and other news outlets, doctors and the state’s largest health care provider, St. Luke’s, described emergency situations that prompted the transfer of patients out of state to seek abortions.

Voting rights advocates have filed an emergency motion asking the Supreme Court to keep in place a new Louisiana congressional map that gives the state a second majority Black district. Wednesday’s Supreme Court filing seeks to block an April 30 ruling from a divided panel of federal judges. The majority ruled that the map passed by lawmakers in January was an unconstitutional racial gerrymander. But advocates want to keep the map during the appeals. Gov. Jeff Landry and Attorney Gen. Liz Murrill, both Republicans, also back the map and Murrill has said she will appeal too.

Pakistan's military says its security forces have killed six militants in twin raids in the volatile northwest region bordering Afghanistan. In a statement Wednesday, it said five militants were killed in the first raid in Dera Ismail Khan district in Khyber Pakhtunkhwa province. Another militant was killed in the second raid in a former stronghold of the Pakistani Taliban in the northwest. It provided no further details about the slain men. However, such operations often target the Pakistani Taliban, which are a separate group but a close ally of the Afghan Taliban who seized power in Afghanistan in 2021.

Families of the victims of last week's bombings at two camps of displaced people in eastern Congo, which killed at least sixteen people, have mourned their loved ones at a ceremony in the city of Goma. Among them was Alimeti Kigiho, who survived the attack but lost his wife and two young children, aged 6 and 2. “War has taken everything from me,” he told the Associated Press. M23, a rebel group with alleged links to Rwanda, and the Congolese army blame each other for the attacks.

The Texas Rangers have reacquired switch-hitting outfielder Robbie Grossman in a trade with the Chicago White Sox. Texas sent minor league right-hander Anthony Hoopii-Tuionetoa to Chicago in the deal Wednesday. Grossman hit .238 with 10 homers and 49 RBIs in 115 games for the Rangers last season, when they won their first World Series title. Benjamin Thomas of France got the biggest victory of his career on the road as he won the fifth stage of the Giro d’Italia while Tadej Pogacar kept the leader’s pink jersey. Thomas surprisingly won from a breakaway as he sprinted to edge out Michael Valgren and Andrea Pietrobon at the end of the undulating 178-kilometer (111-mile) route from Genoa to Lucca. The 28-year-old Thomas, who lives in Italy, is a four-time world champion on the track but had never won a stage in a grand tour. Mexico has been hit by hours of rolling blackouts late Tuesday due to high temperatures and temporary drops in electrical power generation. The government’s National Center for Energy Control said the blackouts lasted a total of about five hours, though it was likely less for individual customers because it was a rolling blackout distributed around the country. The center said the largest power cut affected about 5% of customers, and lasted about four hours. Mexico has broken several high temperature records this year, with about a third of the country expected to reach 113 degrees Fahrenheit, or 45 degrees Celsius, on Wednesday.

New U.S. rules require all dogs coming into the U.S. to be at least 6 months old and microchipped to help prevent the spread of rabies. The new rules published Wednesday require vaccination for dogs that have been in countries where rabies is common. The regulations apply to dogs brought in by breeders or rescue groups as well as pets traveling with their U.S. owners. Worries about rabies resulted in a temporary order in 2021, suspending the importation of dogs from more than 100 countries. The new rules take effect on Aug. 1, as the temporary order expires.

European Union nations have reached a tentative breakthrough deal to provide Ukraine with billions in additional funds for arms and ammunitions coming from the profits raised from frozen Russian central bank assets held in the bloc. The agreement among the 27 EU ambassadors came after weeks of tough negotiations that were made more complicated by the stringent financial limits on using such funds. It should free up to 3 billion euros a year for Kyiv, of which 90% could be spent on ammunition and other military equipment. The EU is holding around 210 billion euros in Russian central bank assets.

Charges of inciting a riot will be dropped against streamer Kai Cenat after he agreed to pay restitution and apologize for luring thousands of fans to New York’s Union Square last year. Prosecutors say the 22-year-old Cenat and two codefendants agreed to pay more than $57,000 in restitution and apologize for the Aug. 4 mayhem. Thousands of fans showed up after Cenat announced that he would be in Union Square giving away video game consoles. Teenagers bashed car windows, climbed on buses, threw paint cans and set off fire extinguishers. Cenat apologized on Snapchat on Tuesday for “the disruption and damage to the community."

Kosovo’s foreign minister says her country is convinced that Russia must lose the war in Ukraine for conflict not to spread further in Europe. She also said in an interview with The Associated Press that her young nation’s support for Ukraine is unconditional even though Kyiv has not recognized Kosovo’s independence. Donika Gërvalla-Schwarz, Kosovo’s foreign minister and deputy prime minister, said her small Baltic nation — which declared its independence from Serbia in 2008 — is constantly reminded of the aggressive intentions of Russia, Serbia’s key ally.

Lithuania has defended the decision not to allow Russian and Belarusian observers to monitor its upcoming presidential election, accusing both countries of spearheading campaigns that “pose a threat to our national security.” The Organization for Security and Co-operation in Europe — which includes Lithuania, Russia and Belarus — usually sends multi-national observer teams to watch its member states’ elections. Sunday's election comes at a time when Russia is making gains on the battlefield in Ukraine fueling fears across all of Europe and especially in the strategically important Baltic region. Lithuania’s Foreign Ministry said Wednesday the country had invited OSCE observers to monitor the election “except for the aggressor Russia and its supporter Belarus.”

Two young siblings died after being swept away by a rapidly flowing creek in Southern California’s San Bernardino Mountains. The San Bernardino County Sheriff's Department says the tragedy occurred Tuesday when a mother took her 4-year-old daughter and 2-year-old son to spend the afternoon at a picnic area on Highway 38 near Mill Creek. They were playing along the creek when at one point the mother was attending to her son and her daughter was taken downstream. The department says the mother unsuccessfully searched for the girl and then returned to discover her son was also gone. Rescue crew later found both children, who were pronounced dead at hospitals despite extensive efforts to save their lives.

Civil rights groups and Democratic lawmakers are concerned about a push by some House Republicans to include a citizenship question on the once-a-decade census. The legislation facing an expected House vote later Wednesday would eliminate people who aren’t citizens from the head count that helps determine political power in the United States. A similar attempt failed before the last census in 2020 and was promoted by the Trump administration. The GOP bill is unlikely to pass the Democratic-controlled and the White House opposes it. But opponents are still concerned that the legislation could get this far in the Republican-led House.
