Yes, college tuition is going crazy. ("Editorial: The student-loan crisis is actually a tuition crisis. Focus on that." April 10.) For the past 25 years I have served the National Science Foundation as a grant reviewer. The budgets for grants have gone crazy, with virtually all colleges seeking federal aid having over 50% overhead rates, with some approaching 70%.
If a small business applied for such grants, they would be limited to 30% overhead. This means the colleges have too many useless people and programs.
