Aberdeen man charged in fatal shooting of Bel Air man at Harford restaurant

An Aberdeen man was arrested and charged with first-degree murder and other charges Wednesday following a shooting Tuesday at a McDonald’s in Belcamp.

On Tuesday around 10:35 p.m., Harford County Sheriff’s Office deputies responded to the McDonald’s in the 1300 block of Riverside Pkwy., and found a 19-year-old male inside with a gunshot wound to the head.

Deputies tried to provide medical aid, but he was declared dead at the scene. The sheriff’s office identified him as Sebashton Charles Nocar of Bel Air.

On Wednesday morning, deputies arrested Djbril Ramatoulay, 32, and charged him in the fatal shooting, the sheriff’s office said. The suspect and victim knew each other, the sheriff’s office said Thursday.

Viewing video footage, the sheriff’s office determined Nocar and another man got into an altercation with Ramatoulay in the restaurant’s bathroom, and then, Ramatoulay started shooting, charging documents say.

Deputies also interviewed the man who witnessed the shooting.

Authorities also viewed footage showing Ramatoulay entering the McDonald’s, charging documents say.

About a week before the shooting, there was a complaint of a disorderly employee at the restaurant who was confirmed to be Ramatoulay, according to charging documents. It is unclear whether he was still an employee at the time of the shooting. Ramatoulay is being held without bail.

A funeral for Nocar will be held at Bel Air United Methodist Church 21 Linwood Ave., at 11 a.m. on Monday.

The Harford County Sheriff’s Office has investigated two homicides this year. Last year, the sheriff’s office investigated four homicides in which seven people were killed.

On Feb. 17, a 24-year-old man was fatally shot in a busy bar and restaurant in Edgewood. Nearly a week later, an Abingdon man was charged with sexually assaulting his ex-girlfriend and stabbing a woman to death on Feb. 23.
