More than 100 Filipino activists on wooden boats have decided not to sail closer to a fiercely disputed shoal in the South China Sea to avoid a confrontation with dozens of Chinese coast guard and suspected militia ships guarding the area. Organizers say they will distribute food packs and fuel on Thursday to Filipino fishermen about 58 nautical miles southeast of Scarborough Shoal and then sail back home. Chinese and Philippine coast guard and accompanying ships have had a series of increasingly hostile territorial faceoffs at Scarborough, which is surrounded by the Chinese coast guard, and at Philippine-occupied Second Thomas Shoal since last year.

An independent commission investigating Maine's deadliest mass shooting is preparing to hear from the shooter’s family for the first time. Army reservist Robert Card killed 18 people with an assault rifle in Lewiston last October. Card was a hand grenade instructor in the reserves and had become so paranoid that his family went to police for help. But officers didn't take his guns away. Lawmakers later clarified Maine's “yellow flag” law enabling authorities to remove weapons from a person in crisis. The family apologized to Card's victims in March and released an analysis of his brain showing he had traumatic injuries.

Anti-Islam firebrand Geert Wilders and three other party leaders have agreed on a coalition deal that veers the Netherlands toward the hard right. It caps a half year of tumultuous negotiations, though it's still unclear who will become prime minister. The “Hope, courage and pride” agreement introduces strict measures on asylum seekers, scraps family reunification for refugees and seeks to reduce the number of international students studying in the country. Wilders cried victory on what he called “a historic day.” He claimed he had made sure the three other coalition parties accepted the core of his program.

PEN America will gather Thursday night for its annual gala, a high-profile event raised even higher because some wondered if it would be held at all. The literary and human rights organization has faced ongoing criticism over its response to the Israel-Hamas War, with hundreds of writers alleging that PEN showed limited concern over the suffering of Gaza residents and the deaths of Palestinian writers and journalists. PEN has already canceled its spring awards ceremony after dozens of nominees withdrew and its World Voices festival after hundreds signed an open letter saying they wouldn’t participate.

As the U.S. prepares to host its first cricket World Cup next month, a temporary stadium is rising in the New York City suburbs. The sport has found fertile ground there among waves of Caribbean and South Asian immigration. The U.S. is co-hosting the T20 World Cup, with eight games at Eisenhower Park on Long Island. American cricket organizers hope the games will provide the same boost soccer enjoyed when the U.S. hosted its first FIFA World Cup in 1994. USA Cricket estimates there are more than 400 local leagues and more than 200,000 Americans playing the sport nationwide.

Joe Biden and Donald Trump’s whirlwind agreement to meet for two presidential debates has upended the way the forums have been organized for nearly four decades. It sidelines and casts doubt on the future of the nonpartisan commission that has traditionally planned them. The presumptive Democratic and Republican nominees on Wednesday accepted debate invitations from CNN in June and ABC in September, shaking up the tradition of three debates not tied to a specific network and held in the weeks before the November election. Their plans came together rapidly, ending uncertainty about whether the candidates would debate.

The school system in Topeka, Kansas, was at the center of the landmark Brown v. Board of Education case that struck down segregated education 70 years ago. In school lessons, memorials and ceremonies, Topeka is marking its ties to the 1954 ruling. But just as clear to many is the legacy of discrimination that stands in the way of its promise of equity. Segregation persists today, not as a matter of law but as a reflection of underlying disparities, including in housing. In greater Topeka, as in school systems across America, students of color are concentrated in districts that disproportionately serve low-income families.

While many of the migrants who reach Europe are escaping war, conflict and poverty, an increasing number are fleeing possible prison terms and death sentences because they are gay. International law recognizes that anti-LGBTQ+ persecution is a valid claim for asylum requests. And despite huge obstacles to win asylum on LGBTQ+ grounds, it can be done. But the challenges remain significant for these so-called “rainbow refugees.”
