My 970 Idles at 17c I Can't Turn Down The Fans Below 31 Percent

My EVGA GTX 970 SC is idling at extremely low temps, and the fans are at 31 percent which already make quite a bit of noise, but i cant turn them down any further than 31 percent?? is there anyway i can get them to like 10 or 20 percent? i live in a very cold country, so having them as high as they are is pointless.

I`m using the Fan Speed app for the CPU and case fans, so I`m not sure if that would work for the GPU.
What I think you need is the EVGA PrecisionX application.

Install it and play with it.

You can also try MSI Afterburner, but that`s a longshot.
It seems that this is an EVGA "feature" can cen currently not be overriden...

ive already tried afterburner, but you are probably right, i wont be able to lower it unless i do some bios hacking which i dont wanna do. god dammit evga...
