Alabama House approves monuments to Helen Keller, Rosa Parks for state Capitol

A bill to establish monuments to Helen Keller and Rosa Parks on the state Capitol grounds was approved tonight by the Alabama House of Representatives.

The bill, by Rep. Laura Hall, D-Huntsville, passed by a vote of 102-0 and moves to the Senate.

It would require the Alabama Historical Commission and the state Finance Department to commission the monuments. The monuments could be built with public and private funds and in-kind services, the bill says. It does not appropriate any specific amount.

The monument for Rosa Parks would be on the front side of the Capitol, facing Bainbridge Street.

The Helen Keller monument would be in a location where it is accessible to and touchable by people with disabilities, the bill says.

Alabama gave the National Statuary Hall in Washington, D.C., a bronze statue of Helen Keller in 2009. A bronze statue of Rosa Parks was unveiled in the National Statuary Hall in 2013.

The bill moves to the Senate.
