ENID, Okla. — In its regularly scheduled meeting Tuesday evening, Enid City Commission unanimously approved an art project to be installed at the corner of Garriott and Grand. 

"Lazy Circles in the Sky" was approved in a 6-0 vote following short discussion between commissioners and the artist who created the project, Michael Shuck. Shuck also is a member of Public Arts Commission of Enid, which recommended approval of the project 5-0 in a Sept. 12 meeting. 

Estimated cost for the art is $46,807, and includes three hawks "flying" over the corner, along with a sidewalk and shrubbery. Fabrication of the hawks is estimated to cost $32,332 of the total project budget. It's a collaboration between PACE and Keep Enid Beautiful. 

"We're hoping that it can generate some excitement there on that corner ... Grand is a real nice entry into downtown," Shuck told the commission. "There's been a lot of controversy, different things we've had with different art projects ... I wanted to make this something that everybody can kind of get behind." 

The hawks will be about 16 feet from wingtip to wingtip, and about 6 feet nose to tail, Shuck said. He said it'll take about three months for the hawks to be fabricated, with an estimated completion date of spring. 

"One of the things we talked about wanting there was something that really kind of talked about Enid and our history and our identity and all of those things," said Ward 5 Commissioner Tammy Wilson, who also serves on PACE.

Commissioners also unanimously approved a resolution giving notice of the city's regular general municipal election and of a potential runoff election to be held in 2019. The election will be Feb. 12, 2019, with a potential runoff election set for April 2, 2019. Offices to be filled include mayor and commissioners for Ward 1, Ward 2 and Ward 5.

Those interested in running for one of the three commissioner positions must live in the ward they are running for, along with other requirements of being an elector of the state, being at least 25 years old, and "at the time of the election, and for the two ... years next preceding election, shall have been a resident in good faith of the City of Enid, along with filing for office within the required timeframe."

The filing period for all the offices is 8 a.m. Dec. 3 through 5 p.m. Dec. 5, and the election will be conducted by Garfield County Election Board. 

Interested people filing a declaration of candidacy also must include a petition supporting their filing signed by 5 percent of the registered voters eligible to vote for a candidate in the general election where the candidate's name would appear on the ballot, according to the resolution. Cost for filing is $100 with the secretary of the county election board. 

"We want a large turnout and lots of people to be engaged in being our elected officials," said City Attorney Carol Lahman.

Another resolution also unanimously was passed, amending the 2018-19 fire fund budget by appropriation of an additional $353,963.50 for equipment for the fire department. The commission then approved the purchase of 50 Scott X3 pro self-contained breathing apparatus, 100 Scott 4500 PSI SCBA air cylinders and 100 Scott SCBA face pieces from Northern Safety & Industrial, of Oklahoma City. 

The next commission meeting is set for 6:30 p.m. Nov. 6 in commission chambers at the city administration building, 401 W. Garriott, following a study session at 5 p.m. in the lower-level conference room.
