Redding police arrest 'Most Wanted' fugitive seen riding his bicycle

A 51-year-old Redding man who was one of Shasta County's Most Wanted was back behind bars Monday.

Carl Lucas Cotter was arrested Sunday night by an officer who spotted the fugitive riding his BMX bicycle without a light in south Redding.

Cotter was booked into Shasta County Jail in lieu of $101,000 bail.

Police said Cotter, who was arrested on an outstanding warrant, expressed surprise when told he was on the Shasta County Most Wanted list, Redding policed said on the department's Facebook page.

Cotter has had a number of run-ins with Shasta County law enforcement since 1988, including a 1993 episode in which he escaped from a sheriff's patrol car after being arrested for failing to check in with his parole officer.
