During the Oct. 9 Rowlett City Council work session, Rowlett Housing Finance Corporation (RHFC) President Rick Sheffield presented the council with a proposed affordable single-family cluster housing initiative, what they’re referring to as “reasonable housing for middle income families.”

Cluster housing is a development in which homes are situated in groupings relatively close together, while larger areas are of open space within the development form a buffer with adjacent land uses. It is known as zero-lot-line housing or high-density housing.
