Senior Railways officer also filed harassment plaint against CBI DIG

Even before the four suicides in the infamous BK Bansal graft case, complaints against central Bureau of Investigation (CBI) DIG Sanjiv Gautam have been piling up in important places including the Prime Minister’s office, but no action has been initiated against him.
A few days before suspended Corporate Affairs Director General, B K Bansal’s wife Satyabala and daughter Neha ended their lives allegedly due to harassment, physical and mental torture by SP Amrita Singh, DSP Rekha Sangwan under the supervision of DIG Sanjiv Gautam, a senior railway official sent a letter to the Director CBI and IB as well as to Prime Minister’s office seeking justice and legal action against Gautam and his associates for ‘bringing the complainant to near death’.
Sandeep Silas, who was a senior railway officer, has demanded investigation into ‘huge extortion and abuse’ racket run by Gautam’s after his deputation to CBI as a DIG.
A copy of the complaint was received at Prime Minister’s Office, Principal Secretary and Special Secretary to the PM. Apart from Anil Sinha, Director of CBI, the letter was also received by Dineshwar Sharma, Director Intelligence Bureau, Najib Shah, Chairman Central Board of Excise and Customs, Department of Revenue and by Sunil Mathur, Adviser, Railway Board.
All the letters were sent on July 5 (only 11 days before Bansal was arrested and harassed along with his family members, as per the suicide note). But even after three months, no action has been initiated against DIG Gautam.
Silas alleged in his letter, a copy of which is in possession of Millennium Post, that “in order to wreck revenge on me, by abusing his position as such, fraudulently and falsely got a criminal case registered against me, based on ‘source information’got me arrested, obtained police remand, tortured and misbehaved with me during the remand, tried to coerce another accused to falsely state that he had paid bribe to me, lodged me in Tihar jail and did all he could to oppose my bail, causing irreparable injury to me.”
During the time of the alleged offence, Sanjiv Gautam used to work as private secretary to Jitender Singh and Silas was working as private secretary to Minister of Road Transport
and Highways.
At the time of Uttarakhand floods, when Silas called Gautam to convey a message to MOS, Defence, the latter misbehaved with him and since Silas lodged a complaint about him, Gautam allegedly bore a grudge against him.
When Sanjiv Gautam, a 1995 batch IRS (C&CE) officer, who belongs to Custom and Central Excise Department was promoted as DIG, he caught hold of Silas alleging that railway caterers served some other brands instead of picking 100 percent quota of Rail Neer produced by IRCTC and thereby caused wrongful loss to Railways. The period of investigation is year 2013 and 2014.
As per the complaint letter, it is worth mentioning that when Silas was in 6- day police custody before being sent to Tihar jail for 11 days, he was tortured and humiliated by Gautam.
“One caterer—Saran Bihari Aggarwal was forced by Sanjiv Gautam to give a statement that he was bribed by Silas and if did not confess so, Gautam allegedly abused him and threatened to break his legs,” the letter says.
It would be apt to add that in the dying declaration by Bansal, he had also mentioned similar threat was made by Gautam.
The suicide note reads, “Teri taange kaat kar kutto ko khilaunga” (Will break your legs and let dogs eat it).
