Charges against two men who investigators said were involved in the death and dismemberment of Bethany teen Carina Saunders have been dropped Monday, according to court records.Luis Ruiz of Oklahoma City, and Jimmy Massey had both been charged with murder in the first degree. The dropping of all charges comes less than three weeks after a witness who claimed she was present when Saunders was slain recanted her story.According to court documents, the charges were dropped by prosecutors without prejudice, meaning they can be refiled. Ruiz was arrested July 5 on a first-degree murder complaint. Investigators previously said Ruiz is responsible for Saunders' slaying.Saunders ' dismembered body was found in a duffel bag outside a Homeland store in 2011.Since Saunders’ slaying, five men have been considered suspects. All five are facing drug trafficking charges. At one point, investigators suspected that Jimmy Lee Massey Jr., Alejandro Rojas, Francisco Gomez, Edgar Alberto Gonzalex-Olivas and Luis Arturo Sot each played a role in the killing.When police arrested Ruiz, his brother, Jorge Ruiz, told Eyewitness News 5 that his brother used to be an elementary school teacher in Oklahoma City before he started selling drugs."He's been kind of a drifter," said Ruiz. "He just comes and goes. My whole family hasn't seen him in a while. He's been a drifter and a loner. He has a drug problem and definitely got mixed up with the wrong crowd selling drugs."In 2010, Luis Ruiz was arrested on charges of possession of cocaine with the intent to distribute, court documents confirmed.David Slane, attorney for the witness who recanted her claim that she had been present when Saunders was killed, said his client had drug charges against her, but he noted that the facts of the story are credible no matter what her motivation is."It came out she was just repeating what someone else had said," said the witness's lawyer, David Slane. "Sometimes people want to help the police. Sometimes they want to help an investigation. Also remember, she was in trouble herself and wanted to get out of trouble.""I absolutely believe the facts of the story are absolutely true," said Slane.According to court documents, Ruiz "physically beat" Saunders before dragging the victim to an upstairs room, where he tied her to a small table, and then "cutting off her left foot" with a saw."We are going to put our forensic people on it, our investigators, crime scene investigators, whoever we need once we've looked at the information to see where we can help," said Jessica Brown, of the Oklahoma State Bureau of Investigations.Crime footer
