It's been a tough time for Captain America these past few years. After spending some time as Old Man Steve Rogers, he was eventually brought back to his young self by a sentient Cosmic Cube named Kobik. Unfortunately, it wasn't the real Steve Rogers who returned, but an evil, alternate version of him that answered to Hydra. Eventually, the real Steve Rogers came back and assumed the mantle of Captain America once again -- but the damage done by the evil Steve ran deep.

The American people stopped believing in him and things only grew worse from there when he was framed for the murder of General Ross by villainous group the Power Elite. Since then, the Power Elite has continued to work on multiple fronts to attack the country and dismantle Steve's life. Steve has gotten some help thanks to the secret Daughters of Liberty -- but the battle is far from won. In Captain America #20, things got worse, with the return of a fan-favorite villain: Brock Rumlow, aka Crossbones.

In Captain America #19, Steve not only came face-to-face with Peggy Carter, he learned all about the secret history of the Daughters of Liberty. With everything now out on the table, we discovered the mutant Selene, who is a member of the Power Elite, has stolen a piece of Sharon Carter's soul -- and they need to get it back. Selene has also set up shop in a small American farming town that is actually a front for much darker dealings -- just like the Power Elite did earlier in the series with the army of cloned Nukes.

While Steve, Sam and Bucky move to take care of Selene, two Daughters of Liberty -- Misty Knight and Peggy Carter -- go off on a separate mission to meet with a contact with crucial information that could exonerate Steve. The two Daughters travel to Madripoor and prepare for their meeting in a bar. But before their contact arrives, they are blindsided by Crossbones and his army of goons. Crossbones nearly takes them out, but fortunately, Misty and Peggy are able to escape just in time.

Rumlow's return is significant because it has been some time since he last squared off properly with Captain America. Sure, the two don't meet in the issue itself, but the supervillain has now officially joined the elaborate conspiracy against Steve Rogers and the Power Elite's meticulous plan to cripple the country.

In previous issues of Captain America, Crossbones' partner Sin -- the daughter of the Red Skull -- was revealed to be part of the Power Elite when she attacked the Daughters of Liberty. Alexa Lukin is at the head of the Power Elite and she has brought back her dead husband Aleksander Lukin along with the Red Skull. With Sin and Crossbones now onboard, it appears Captain America is staging a reunion of Steve's biggest villains to defeat the Sentinel of Liberty once and for all.

Thankfully, reinforcements have arrived in the form of Misty and Peggy's contact: Black Widow. Natasha Romanoff isn't even the big surprise here -- it's the information she shares. Somehow, General Ross is alive, which means Steve has been framed for a crime that never happened. This has the potential to clear his name -- and finally restore the public's full trust in the red, white and blue shield.
