Sandy France, 33, was ordered held on $50,000 bond during her initial appearance Monday afternoon on two counts of involuntary manslaughter in Ross County Court.

France is accused of providing the alcohol that led to the death of 17-year-old Jason Bartley last October.

Bartley’s mother, Keisha Rhea was not happy about the bond.

“I don’t think 50 thousand is high enough – not for a child’s life,” Rhea said.

Jason Bartley was friends with one of France’s children. Prosecutors say France purchased and provided a bottle of vodka. Bartley died from acute alcohol intoxication and abuse of benzodiazepines. His body was found October 18 in an alley behind the 300 block of Second Street in Chillicothe.

Bartley’s aunt, Tammy Moore, says being a responsible parent to teenagers comes ahead of being the cool parent.

“If its something you wouldn’t do with your kid, certainly don’t do it with somebody else’s,” Moore said. “I wouldn’t buy liquor for mine and I certainly wouldn’t buy any for yours.”

France’s arraignment comes at the beginning of prom week at Chillicothe High School where Safe Schools coordinator Obadiah Harris says parents need to lead by example.

“Parents, don’t ever sit down with your kids and have a drink of alcohol,” Harris said. “I’m not just telling you not to do alcohol. I’m not just telling you not to do marijuana, but I’m showing you.”

Harris says he tries to impress upon students that bad decisions can be fatal.

It’s a message likely to resonate this prom week given the recent death of Jason Bartley.

“Now some justice is going to be served and other people in the community will hopefully learn from her mistake,” Tammy Moore said.
