Illinois Gov. Pat Quinn has announced that he has ordered a mandatory 21-day quarantine for anyone arriving back in the U.S. who had contact with an Ebola patient in West Africa. The first person who had been placed in a similar 21-day quarantine in New Jersey has tested negative in a preliminary test for Ebola. NBC's Sarah Dallof reports the latest.
