Before the T.I.C and the Clappers crew were formed, the members worked for a ruthless Yardie boss, Beverly. One of the boys, Jay has ambitions to set up on his own. He has no money, his car keeps getting towed away, every move he makes to get money and lift himself out of the everyday struggle is unsuccessful. Inspired by his high-flying girlfriend, Selene, he sets about laying the foundations for his own organised crime ring. Things are going seemingly well until he is arrested and Beverley discovers his hidden ambition. An ill-fated robbery after a stint in jail and a trip to Jamaica tears the crew apart. All their actions are being monitored by an undercover police officer who goes by the street name ‘Gunz’, who has been deployed by the Met Police to ingratiate himself with the crew. With the same grit, humor and action sequences as its’ predecessor, ‘THE COME UP’ promises to follow ‘THE INTENT’ in becoming an instant cult classic but with international reach.

Each 30-minute episode is a self-contained story with new characters and a new setting, and all star at least one (usually both) of Pemberton and Shearsmith. Aside from the writers, each episode has a new cast, allowing Inside No. 9 to attract a number of well-known actors. The stories are linked only by the number 9 in some way and a brass hare statue that is in the background of all episodes. Settings include a suburban house, a gothic mansion and a barn. Pemberton and Shearsmith took inspiration for Inside No. 9 from an episode of Psychoville, a previous project, which was filmed in a single room. This episode was, in turn, inspired by Alfred Hitchcock's Rope. Inside No. 9 was also a reaction to Psychoville, which featured a long overarching story realised over multiple series.

The story follows Junior and his older brother, Rager, who are in charge of a local gang, "The Paper Chaserz". They try to stay out of trouble and refuse to kill as part of their 'moral code', which is especially enforced by the strong but defensive Rager. Rager leads his gang, "The Paper Chaserz" and they plan to steal goods out of a local van. The robbery is successful, but a rival gang called The Soldiers, who are notorious and bloodthirsty in trying to take-over all other postcodes in the London area, attempt a theft. The "Paper Chaserz" escape, except for Junior who is stranded and cornered by The Soldiers. Rager reappears and saves his brother by beating all the rival gang members, telling Junior to leave. As Junior flees, Rager is attacked by the crews leader Tugz, who stabs Rager in the back multiple times. Junior now teams up with the rest of his gang to get revenge on The Soldiers. The gang meets a trio of girls named Ree Ree, Tash, and Little Lexy, who agree to help them as they also have a reason to get revenge against Tugz.
