In Brooklyn, fishing is the hobby of the workers Jonah Goodwin and Olaf Johnson and they use to fish every night in their old boat. Jonah's daughter is the twenty-one year-old telephone operator Stella Goodwin, who is an ambitious young woman that dreams on leaving her neighborhood. She is the sweetheart of the worker George Watkins, a simple man that dreams on marrying her. When the smalltime gangster Harold Goff arrives in Brooklyn, he extorts money from Jonah and Olaf to "protect" their boat from fire and dates Stella. Jonah tries to convince his daughter that Goff is a racketeer that takes money out of poor ordinary people but she does not care to her father since she sees Goff as her chance to have a comfortable life and visit new places. The solution, Hudson agrees to marry Fuller, in return for which she pays him $2,000, which allows her to return to New York to resume her opera career. Hudson and Fuller continue to meet and trade barbs, but it's clear they are falling for each other. A highlight is when Fuller joins a 5 piece band to sing "Minnie the Moocher", the Cab Calloway signature number. Young idealist Richard Miller is selected as valedictorian for his New England high school commencement class of 1906 and intends to inject modern anti-capitalistic ideas into his speech. His father, Nat Miller, accidentally learns of it and interrupts Richard's speech before he can make a fool of himself. The small town later celebrates the Fourth of July with customary fireworks, picnics and the like, with Richard spending time with his girl, Muriel McComber, who promises she will allow him to kiss her one day. When Richard sends poems of love to Muriel, quoting the likes of Omar Khayyám and Swinburne, her father prevents her from ever seeing him again and forces her to write a letter denouncing him. Heartbroken, Richard drowns his sorrow in a local bar, drinking and smoking with a vamp called Belle, and comes home drunk. Alcoholic uncle Sid, who is used to the effects of liquor, nurses Richard back to sobriety, but Richard still must face the uncertain punishment of his father as he worries about his future with Muriel.

Chorus girls Polly, Carol and Trixie are ecstatic when they learn that Broadway producer Barney Hopkins is putting on a new show. He promises all of the girls parts in the new show and even hires their neighbor Brad Roberts, an unknown composer, to write some of the music. There's only one problem: he doesn't have the money to bankroll it all. That problem is solved when Brad turns out to be quite rich but he insists that he not perform.
