Bail bondsman Gus Hoffman(Eddie Dunn) bails Eve out of the clink, and gets the idea she could be passed off as a candidate for a 'missing since childhood' heiress, and he and lawyer Campbell (Emmett Vogan) hustles Eve over to meet the Sardham family, who may or may not be all that enthused about finding the missing relative.

When out of the blue the plane the barber and Schultz are traveling in goes down leaving Chaplin in the hospital with amnesia for the next 20 years. Upon being released from the hospital the barber goes back home to his barbershop without a clue that evil dictator from Tomainia named Adenold Hynkel (also Played By Chaplin) had begun to torture and imprison Jews throughout the country. The barber and his neighbor, a beautiful girl named Hannah played by Paulette Goddard, are forced to flee imprisonment amazingly he encountered the man whose life he saved years before Schultz who was now a high ranking official in the dictator regime. Hynkel now feels that Schultz is disloyal and has him placed in a concentration camp ordering guards to hunt down and capture the barber.

Bumper (Al Jolson) is a vagabond leader of a strange group of tatterdemalions and eccentrics who hang around New York's Central Park. Among his followers are Egghead (Harry Langdon), Sunday (Chester Conklin), Acorn (Edgar Conner) , The General (Victor Potel), Orlando (Tammany Young) and Apple Mary (Louise Carver). Bumper's idol is Mayor Hastings (Frank Morgan), whose life he once saved and frequently has lunch at the Park Casino. Bumper is always on hand to open the door of the Mayor's Rolls Royce, and the Mayor makes it a point to linger a moment at the entrance and listen to the whimsical Bumper's philosophy and ideas abut life. Through his contact with the Mayor, Bumper is able to "fix" things when the other vagabonds get in trouble. The Mayor cannot fathom why Bumper, an unusually bright fellow, is content to spend his life in the park, doing nothing. The Mayor, for all his power and popularity, is unhappy. He's in love ----and madly jealous. He believes his sweetheart June Marcher (Madge Bellamy) is "two-timing" him. At lunch he slips a $1,000 in her purse. She loses it and the Mayor accuses her of giving it to another man. Bumper find the purse and takes it to the address in the purse and is met there by the exiting Mayor. He does not see nor know June. Later,The grief-stricken June attempts suicide by jumping from a bridge and is rescued by Bumper, but has lost her memory. He takes her to the tenement home of the Sundays, and asks the Mayor to get him a job, as he has a new interest, known to him as Angel, in his life. He spends his money making Angel happy and she falls in love with him. Meanwhile, the Mayor, despondent over not being able to locate the missing June, goes on a drinking binge and is found asleep in the park by Bumper's friends, who take him hoe and notify Bumper. While Bumper is trying to sober him up, Hastings begins talking to a photograph. Bumper discovers the woman in the photograph is that of Angel, and that the girl of his dreams is the Mayor's sweetheart. Bumper takes his friend to the Sunday family tenement and the sight of the Mayor and his voice as he clasps her in his arms restores June's memory. She pleads to be taken away from "this awful place". All she remembers is walking in the park at night. Bumper is a stranger to her. The Mayor takes her away, out of Bumper's life. Bumper returns to the park and his former life.

On board a train en route to Los Angeles, runaway bride Remember Steddon, believing now that she married in haste, abandons her husband, Owen Scudder, not knowing at the time that Scudder had previously married and murdered solely for money. Unprepared to be on her own, Mem, as she is known to her friends, accidentally stumbles across the outdoor set of a Hollywood movie directed by Frank Claymore. Mem is welcomed onto the set by the cast and crew. But as the shooting moves on, Mem decides to pursue other avenues, as she had been taught by her conservative parents that movie acting was a disreputable occupation. But needing work, Mem decides to try her hand at being an actress. This task is easier said than done, until she runs across Claymore again, he who is determined to make her a star. As her movie stardom does indeed rise, so does the admiration of adoration of legions, including her director Claymore, and her leading man Tom Holby. A further consequence of her stardom is that her parents and Scudder find out where she is. The scandal of being married to a known murderer may jeopardize Mem's budding career.

National security takes a back seat for Walrus when he meets and pursues a beautiful young woman on the train, she to who the foreign agent is also attracted. Walrus eventually learns that she is the daughter of the plane manufacturer and an aviatrix in her own right. Mayhem ensues when Walrus is able to test fly the demonstration plane, with GoUpSkey in hot pursuit. But also in pursuit are the young woman her aviator boyfriend and the police, the latter who are dealing with the destruction caused by the Walrus/GoUpSkey battle.
