The pilot of the plane was Captain Jack Savage, a long-time friend of Sam's. Sam and Jack flew transport planes together in WW2. Jack was a playboy, and the press are painting him as as irresponsible and undisciplined...and the likely cause of the crash. Consolidated's CEO and other executives are quite happy to go along with this view, as it makes Jack Savage the scapegoat for the crash and absolves the airline from blame. However, Sam thinks else-wise and sets out to find the truth, and hopefully clear his friend.

Rutledge doesn't deny finding the dead girl or killing her father in self defense, the Major being in a blind rage and out for blood convinced that the Fort's senior NCO assaulted and killed his daughter. As the events of those days are revealed however, it becomes clear to everyone that there are two sides to the story and it is left to Cantrell to convince the court that Braxton is innocent.
