Forty-nine year old Bobby Bowfinger is the …
Forty-nine year old Bobby Bowfinger is the owner/president of a Hollywood-based production company, Bowfinger International Pictures. The company has yet to produce a film, Bobby's personal net worth is virtually zero, and the company only has $2,184 to its name, $1 invested into it personally by Bobby every week since he first decided he wanted to make a movie when he was a child. Bobby believes his fortunes will change when his accountant Afrim changes hats and writes a science-fiction alien invasion screenplay that Bobby thinks all studios will clamor for and has Oscar written all over it. He has a small stable of followers who support his vision in being part of this movie, which eventually includes Daisy as the lead actress, she a stereotypical small town girl looking to make it big in Hollywood. Having just arrived in town, she does not know her way around the Hollywood system,... except on her proverbial back. Bobby is not averse to telling bald-faced lies in his singular focus in getting the picture made and distributed all on this $2,184 as a starting point. It is using several of those lies that he is able to get a verbal confirmation from big studio executive Jerry Renfro to distribute the movie *if* it stars Kit Ramsey, arguably the biggest action star in the world. Using similar lies, Bobby, however, is unable to convince Kit to star in the movie. Kit, who has a weakness for the Laker Girls, is a self-absorbed and paranoid movie star whose life and thus career is largely directed behind the scenes by Terry Stricter, the head of a new age religion called MindHead. Bobby comes up with a scheme that he believes will get around Kit not agreeing to star: film Kit without him knowing that he is being filmed. The only person who knows of the scheme is Dave, Bobby's lowest of low level inside man turned cinematographer who has unofficial (i.e. technically stolen and thus free) access to studio camera equipment and general knowledge of Kit's general day-to-day movements through the studio system. Bobby is able to convince all the other actors that Kit's acting process involves him not interacting with them outside of filming the specific scenes he has with them. Part of Bobby's scheme involves using Kit's general paranoia that aliens truly are invading the planet to get his gut reactions to what is happening within the context of the script. But Bobby knows he has to get Kit to scream the closing lines of the movie "gotcha suckas" for the movie to be a success. Complications ensue when another of the the actors, Carol, tries to go against Bobby's policy of not making contact with Kit outside of filming, and when Bobby is required to hire a production assistant cum stunt double cum acting double, whose job in part is to stand-in for the requisite Kit Ramsey naked ass shot. Through it all, Bobby will know if he has made it in Hollywood if he gets a specific sign specifically from the heavens in the form of FedEx.

While listening to a baseball game on his car stereo, Scott is called downtown where a man named Earl is holding 17 hostages in a bank. Scott rescues the hostages by shooting Earl. Scott is then assigned a partner -- sharpshooter Kevin McCall. That night, Scott takes his friend, Lieutenant Sam Baffert, to see a man named Michael Korda. Scott waits downstairs while Sam is in Korda's apartment. Sam asks Korda about a man who deals in stolen jewelry, because Sam suspects that some of the dealer's jewels came from Korda, who is a professional jewel thief. Sam's visit with Korda ends with Korda killing Sam. When Scott hears a woman in the building scream at the sight of Sam's body, Scott runs inside the building and sees the body. Scott wants revenge on Korda, but Captain Frank Solis refuses to let Scott work the case, so Scott decides to work the case on his own. Scott and Kevin go to a horse race track, where they win a bundle of money, then they are called to a downtown jewelry store where hostages are being held. When Scott notices that Korda is the hostage taker, Korda grabs a hostage and leaves in a truck. Scott and Kevin use Captain Solis's car to chase Korda. Korda wrecks the truck, and leaves the hostage behind when he gets out of the truck. Korda then boards a trolley car, and Scott and Kevin start chasing the trolley car. While up close, Scott jumps onto the trolley car, leaving Kevin to drive Solis's car. Scott and Kevin manage to stop the trolley car, and they chase Korda into a parking garage, where Korda tries to hit Scott with a car. Scott and Kevin still manage to grab Korda. During visitation at the jail with his cousin Clarence Teal, Korda orders Teal to kill Ronnie as a way to get revenge on Scott. Teal shows up at Ronnie's apartment that night and attacks Ronnie. Scott shows up and chases Teal down the fire escape, and Teal is hit and killed by a car. On the next morning, Korda escapes from the jail, and soon after escaping, Korda kidnaps Ronnie, luring Scott into a confrontation at an abandoned shipyard.

Someone shoots Todd and before dying Todd tells Foley to get him. Foley tries to catch him but some Feds stop him. They don't tell him why they're letting him get away. Based on things the shooters left behind, leads Foley to believe that the shooters have ties to an amusement park in Beverly Hills. So Foely goes there and asks his old friend, Billy Rosewood who's been promoted to a "prestigious position" for help. He meets Billy's new partner, Jon Flint. He asks if they know anyone at the amusement park and Flint tells him he knows the head of security, Ellis DeWald. Foley goes to the park and after a little misadventure, he meets DeWald and recognizes him as the man who killed Todd. But everybody including Flint tells Foley DeWald is a good guy. But Axel knows he's the one. He would be approached a park employee who tries to help him.

For the past four years, San Francisco cop Jack Cates has been after an unidentified drug kingpin who calls himself the "Ice Man". At the Hunter's Point Raceway, Jack confronts Tyrone Burroughs and Arthur Brock. Jack kills Brock in self defense, but Burroughs escapes, and Jack is in danger of going to prison because Brock's gun can't be found. Jack finds a picture that proves that the Ice Man has put a price on the head of Reggie Hammond, who is scheduled to be released from prison on the next day. Jack tries to convince Reggie to help him clear his name and find the Ice Man, but Reggie says he won't help unless Jack gives Reggie the $500,000 that Jack has been holding on to for Reggie. Jack refuses to give Reggie the money unless Reggie helps him. After the bus that is transporting Reggie away from the prison is forced to crash by two bikers and Jack gets shot by the same two bikers, Jack forces Reggie to help him by having the hospital release Reggie into his custody. Reggie recognized one of the bikers as Richard "Cherry" Ganz, the brother of Albert Ganz, the escaped convict Jack killed years ago. Jack got shot because Cherry wants revenge for Albert's death, and Cherry and his partner Willie Hickok are the hitmen who have been hired to kill Reggie. Burroughs, who works for the Ice Man, was trying to hire Brock as insurance, just in case Cherry and Hickok fail. Blake Wilson, the head of the Internal Affairs division, obviously doesn't like Jack, because Wilson will stop at nothing to prosecute Jack for manslaughter in Brock's death, and it turns out that the Ice Man put a price on Reggie's head because Reggie knows who the Ice Man is someone Jack never expected it to be.
