They have been squandering their earnings and going into debt at the gambling houses, hostesses-provided dance halls and saloons that have opened up overnight. Judy Joyner, young radio personality whose voice is heard nightly over the local radio station, is put up as mayoralty candidate on an all-femme reform ticket, backed by suffragette Sarah Rogers, and wins the election easily against the shady politicians headed by pork-barreling Mayor Cyrus Coates. Mrs. Crumm is chosen by Judy to be the new chief-of-police. Judy thinks re-opening the derelict old amusement park down by the shore will serve as the amusement place needed to solve the problems, and sends for her Uncle Dudley, a carnival man from way back, to be the manager. But Jay Lucarne, alias The Brain, the gambling racketeer for whom Dudley stooges for a living, sees the Sleepy Lagoon set-up as a fool-proof dish of gravy into which he can dip his fingers with full official protection of the girl-mayor, unknowingly to her. He forces Dudley, with a gun in his back and threats against his niece, to accept the job and The Brain and his gang of thugs move in on Sleepy Lagoon. Before long, a flourishing gambling hall is being run in a subterranean hall beneath the park...and Judy is facing charges of political corruption.

The reason for her absence was among other things to get a Reno divorce, from, of all people, Walter, who admits he was a bad husband. Hildy divorced Walter largely because she wanted more of a home life, whereas Walter saw her more as a driven hard-boiled reporter than subservient homemaker. Hildy has also come to tell Walter that she is taking the afternoon train to Albany, where she will be getting married tomorrow to staid straight-laced insurance agent, Bruce Baldwin, with whose mother they will live, at least for the first year. Walter doesn't want to lose Hildy, either as a reporter or a wife, and if he does, doesn't believe Bruce is worthy of her. Walter does whatever he can at least to delay Hildy and Bruce's trip, long enough to persuade Hildy to stay for good. His plan includes doing whatever he can to place Bruce in a bad light, while dangling a big story under her nose, namely covering what the newspaper believes is the unfair imminent execution of convicted cop killer, Earl Williams. Hildy doesn't trust Walter in dealing with her and Bruce in an above board manner, but the lure of what potentially may become the biggest story in years, which includes true love, a bumbling sheriff and a corrupt mayor, the latter's actions largely in light of an upcoming election, may prove to be too much for Hildy to resist, especially if it ends up being an exclusive. Regardless of the story outcome, Hildy will have to decide if the thrill of the chase was worth the anguish on her personal life.

Film star Ted Crosley, fed up with movie life, quits pictures to enroll in Midland College, much to the horror of his manager Sam Lewis and his stooge-friend Willie Gumbatz. Ted wishes to enroll in school under an assumed name but Sam, hoping to nip his school plans in the bud, tips off the press and school. En route, Ted has met and fallen in love with Jean Worthington, daughter of Dean Worthington who is counting on Ted's enrollment to save his job. Ted, as the hero of many college and football movies, is given a royal welcome when he arrives. In an effort to make the Midland football team a bigger draw and pay off the stadium debt, Ted is put on the varsity team, where, his exploits don't match those he had on screen, and he is actually a liability. He soon incurs the enmity of Biff Gordon, the school's football hero and Ted's rival for Jean. Biff sets Ted up with a fake fraternity initiation, wherein Ted passes on the tin fraternity ring, taken from a candy box, to Jean. Suspecting unjustly that Jean was part of the hoax, Ted quits school and signs a big radio contract. When the school learns of the hoax, it suspends Biff and the entire team on the eve of the big game. Ted hears about it and his loyalty to the school prompts him to return and square the team with the faculty. They win the big game. Ted, still believing that Jean was in on the trick, boards a train back to New York. Jean learns that Ted is about to lose his radio contract because he can't get back in time, and suggests to Sam that he arrange with the school for Ted to broadcast from the stadium, using the college band and glee club.

Berresford Cruger, junior partner of the New York brokerage firm of Barbury, Brown and Cruger, is left a fortune of 60,000 pounds, by an English uncle, Carew, on the condition that he renounce his American citizenship, become a British subject, and marry an Englishwoman, the money otherwise being assigned to the Archaeological Society of England. Cruger patriotically refuses the fortune on these conditions, when his pretty English cousin, Beatrice Carew, who has been disinherited in favor of Cruger, because of a past romance with an American, suggests to him that they marry, and so keep the money in the family. Cruger's American chivalry, and a strong interest in his attractive cousin are aroused. At this critical moment the disappearance of Brown, with $80,000 which he had had in trust for a Miss Georgia Chapin, is discovered. Cruger and Barbury feel responsible for their partner's defalcation, which adds another incentive to Cruger's consent to a hasty marriage with Beatrice, who immediately returns to England, after both have agreed to leave each other absolutely free. With his newly acquired money Cruger secretly replaces the missing funds, and invests in the Opera House block of a Wyoming "boom" town, proceeding to forget all about it. Later, he and Barbury go to Nice, where Cruger again meets his cousin-wife. Here they fall seriously in love with each other, and many complications, pathetic and comic, ensue. The situation is further confused by the sudden reappearance of Brown, who, it transpires, is the missing ex-fiancé of Beatrice, believed by her to have been accidentally killed. Beatrice is now fully recovered from her love affair with Brown, but his former affection for her is revived when he learns that her fortune, after all, has not been lost. Brown's utter lack of character and manliness is evidenced by his efforts to part Cruger and Beatrice. Cruger realizes that Brown's design is to secure Beatrice's fortune by marrying her himself, and, in a dramatic scene, tells Brown that he had induced himself to marry Beatrice in order to restore Miss Chapin's stolen funds, and that he would consent to a divorce from Beatrice, if Brown would agree to return her portion of the estate in the event that be married her. Brown's ardor cools at this proposal, and he verifies Cruger's scant opinion of him by again disappearing. Beatrice misunderstands Cruger's motive, and condemns him as mercenary. Cruger can offer no defense and secretly bears the pang of Beatrice's innocent misjudgment. Beatrice leaves Cruger in anger and resentment. With a comic irony, the Archaeological Society at this juncture, which has sued to recover the money on the grounds that Cruger was not to share the behest with Beatrice, Carew's disinherited daughter, wins the action, and Cruger and Beatrice are forced to surrender their fortune and are left without funds or resources. With noble devotion, Cruger stints himself to send Beatrice money without her knowledge of the sacrifice, and is himself on the verge of starvation, when joyful word arrives that his Wyoming Opera House lot has really "boomed," and made him $50,000. Meanwhile, Georgia Chapin has learned of his unselfish replacement of her stolen funds, and his sacrifices for Beatrice, with which she loses no time in acquainting her. Awakened to a new realization of Cruger's real worth. Beatrice hastens to him to ask forgiveness, and is received with open arms by her hero, who has managed, through all his difficulties, to regain his American citizenship without losing wife or fortune.
