Pete has been induced to make this move by his uncle, Joe Walker (Robert Fiske), who ran afoul of the law twenty years past, but is presumably now a honest citizen. In reality, he is the same crook he was in the past. He and his partner, Nick Barter (LeRoy Mason), obtain a government contract to build a road through the territory and are exploiting the settlers and forcing them to work on the road gang for little or no pay, through the use of script money they issue. The purpose for luring Pete and his friends is to obtain more labor. Walker has his henchmen, disguised as Indians, raid the wagon train, stampede the stock and destroy the supply wagon, and the distitute group reaches Rock Creek and are dependent on Walker's dubious largesse in giving them jobs on his road gang. When government funds to pay the workers comes through, Walker has his gang hold up the gold-carrying coach, and forces the laborers to accept script redeemable at one-fourth of its face value. Pete becomes aware of what is happening, so when the next payroll shipment comes through he holds up the coach himself before Walker's henchmen have a chance to, and sends the money into town to the sheriff, so that the workers will be paid in real money. He continues this procedure week after week and Walker posts a huge reward for the bandit whom he calls "The Apache Kid." Pete places the true facts before the United States Road Commissioner, who helps him depose the Walker-Barter regime. Pete marries Barbara Taylor (Lynn Merrick), daughter of one of the immigrants.

Without revealing her true identity, Gloria lands a job at Willows' firm as a switchboard operator. A slip of the tongue on her part, however, costs Willows a great deal of money and she is fired. Willows calms down and tries to make it up to her, visiting the apartment Gloria shares with Sally Long, another chorus girl. Willows accidentally discovers who Gloria really is, but an attraction forms. In the end, it is he and Gloria who elope.

Wentworth's activities are quickly discovered by The Octopus, who is a member of the board of transportation businessmen who have requested Wentworth's help. The villain dispatches his minion of henchmen to kidnap Wentworth. The latter escapes , and disguised as Blinky hangs out at a hash-house dive known to be frequented by Octopus gang members, and learns that a passenger bus, loaded with explosives, is to be blown up. Disguised as The Spide and with the help of his faithful Sikh servant Ram Singh (Kenne Duncan), empties the bus terminal and drives the bus from the depot. The police, however, blame The Spider for the bombing. The wave of transportation terrorism continues and The Spider threads a dangerous course between the police and the Octopus. In his guise as Blinky McQuade, Wentworth finds a "dfeflection tube for specialized radios" in the safe of one oh the men he suspects of being the Octopus. A check of radio-tube suppliers reveals that equipment of this kind was recently installed in a technical school located in an office building. And significantly, the office building is located in an area from which messages from the Octopus to his henchmen have been traced. Arriving at the building, Wentworth finds a suspicious-looking sealed-off wing with no means of entry. Planting smoke bombs in the lobby, Wentworth waits until the fire engines arrive and he then uses a fire ladder to gain access to the sixth floor and, as the Spider, he leaps through an open window right into the secret headquarters of the Octopus. But the Octopus has a deadly surprise awaiting the Spider. Is this the end for the Spider and will the Octopus succeed in his goal of gaining domination of the country by gaining control of its transportation, communications , banking and utilities businesses?

CHAP. 1, HI YO SILVER: An outlaw leader planning to take control of Texas after the Civil War kills Colonel Jeffries, a man empowered to levy taxes, and assumes his identity. His men then murder a troop of Rangers. Tonto finds one Ranger still alive and he becomes the Lone Ranger. A Jeffries spy thinks one of five men is the Lone Ranger and to eliminate his enemy, Jeffries has all five captured and sentenced to death. CHAP. 2, THUNDERING EARTH: Jeffries' men plan to wipe out a wagon train of Texans. CHAP. 3, PITFALL: Jeffries forces Blanchard to send a recommendation that he be made Governor. The Lone Ranger chases the courier but a spiked pit awaits him. CHAP. 4, AGENT OF TREACHERY: Jeffries prepares another trap for the Lone Ranger. CHAP. 14, MESSENGER OF DOOM: Kester uses the Rangers' pigeons to locate their secret cave. Greatly outnumbered, Forrest collapses the cave ceiling killing himself and the soldiers. CHAP. 15, LAST OF THE RANGERS: The two remaining Rangers try to escape from the rest of Jeffries' men but one is killed. The Lone Ranger organizes the Texans who then meet Jeffries and his men in a final shootout. With the Texans now in control the Lone Ranger finally unmasks.
