Based on Arthur Hailey's 1965 novel of the same name (which had also inspired a 1967 feature film), the series was produced by Aaron Spelling and set in the elegant and fictitious St. Gregory Hotel in San Francisco (changed from the New Orleans setting of the novel and film). Establishing shots of the hotel were filmed in front of The Fairmont San Francisco atop the Nob Hill neighborhood. Episodes followed the activities of passing guests, as well as the personal and professional lives of the hotel staff.

Will's father Charles Halloway is an old man and the local librarian while Jim and his mother wait for the return of the return of their father and husband that will never occur. The boys know everyone in town, including their school teacher Miss Foley that misses her beauty and youth; the lonely barber Mr. Crosetti that has no girlfriend or wife; the greedy owner of a cigar store Mr. Tetley that is obsessed with money; and the bartender Ed that has severed arm and leg and dreams on being a football hero. One day, Jim buys a lightning rod from the salesman Tom Fury that tells that a storm is coming. During the night, the boys overhear a mysterious train and they run through the woods to see the arrival but they do not see a living soul. However, they find the Mr. Dark's Pandemonium Carnival ready to be enjoyed and they snoop around. Soon they realize that frustrated and greedy people are vanishing in town and the evil Mr. Dark and the Dust Witch make their dreams come true. In return, Mr. Dark seizes their souls. Now Mr. Dark is seeking them out but Charles Halloway has a journal from his father about the autumn carnival that might be their last chance to defeat the evil.

Big-time racketeer Martin Martin, on the eve of his projected move into New York politics, barely escapes the District Attorney's men who attempt to arrest him for a murder committed five-years earlier by Martin and his former partner Dane Cory. Martin, who knows that Cory has copped a plea with the D.A. to save himself, arranges a meeting. At the meeting, Cory's henchman, Cute Freddie, shoots Martin and the latter kills Freddie. Cory hides in the Greenwich Village apartment of his girl friend, burlesque queen Lily White. With them is Lily's six-year-old daughter, Elsie, and her dog Skipper. Martin trails Cory, but weakened by his bullet wound, is forced to seek refuge in an abandoned building next to Lily's. Bad-to-the-bone Cory kicks Skipper and the dog finds shelter with Martin, where Elsie finds them sleeping. Martin is charmed by Elsie and the dog, whom he names Johnny One-Eye, and takes the animal to a vet who can't help the dog but does take the bullet slug out of Martin. Barely eluding capture, Martin returns to the building where Elsie tells him she is Lily's daughter, and that Cory is hiding in their house. Later Cory follows Elsie to where Martin is hiding. She is caught in the line of fire and, to save her, Martin exposes himself for a fatal wound from Cory but not before he kills Cory. His last words to a policeman are: "Buy Elsie another dog, and make sure he has two good eyes."
