When Public Enemy No. 3 Sonny McGann meets composer Bob Gunther, he gets the idea of having Bob write music to a poem he has written about his long-lost sweetheart Sadie McGlonsky. Somewhere between kidnapping and gentle persuasion, Sonny takes Bob and his girlfriend Linda Carroll to his penthouse hideout and orders Bob to write the music. After completion, Sonny and his mob use some strong-arm persuasion to get it on "The Hit Parade." Bob tries to trick Sonny saying he can't write any more music because of his unrequited love for music comedy star Magda Delys. Sonny's solution is to have his men bring Magda and a minister with a marriage license to the penthouse. Bob is forced to begin the ceremony but Public Enemy No. 2, Big Foot Louie, barges in and reveals that his own hobby is writing music. And Sonny recognizes Magda as his long-lost love Sadie McGlonsky. He and Big Foot decide to quit the rackets and surrender to the District Attorney so they can collaborate on writing hit songs "in the pen."

Peter Lawrence is a powerful New York "man about town" gossip columnist and occasional radio host. Carlotta and Peter grew up together in "the 'hood" when they were just Charlie and Pete, they who were once engaged before they both earned their fame. Regardless of their history, Pete is not averse to giving Charlie unsolicited advice via the column all in an effort for her to do what he thinks is right for her. When he learns that an old childhood friend, Buckteeth O'Toole, has just died in a workplace accident leaving his two children, thirteen year old Mike and adolescent Jake, orphaned, Pete uses his platforms to try and find someone to adopt the pair instead of sending them to an orphanage where they would probably be eventually separated. Needing a little publicity, Jimmy Slattery, Charlie's press agent, unilaterally decides a good stunt would be for Charlie to adopt the children, of which she is not aware until surrounded by press and the children themselves. Pete can see the stunt for what it is, which is not in the best interest of the children. Getting over the fact of Mike and Jake being ragamuffins albeit kindhearted ones, Charlie and the children bond leading to Charlie having a change of heart in ending up truly wanting to be mother to the two. Charlie and Pete get into one misadventure after another in Charlie trying to keep the children and Pete trying to take them away, with Mike and Pete not wanting to hurt either in the process.

Mary Blake arrives at Blackie Norton's Paradise gambling hall and beer garden looking for work as a singer. Blackie embarrasses her by asking to see her legs, but does hire her. She faints from hunger. Nob Hill Socialite Jack Burley and Maestro Baldini of the Tivoli Opera House see her singing and offer her a chance to do opera, but Blackie has her under a two-year contract which she sorrowfully stands by. Later, when he makes up posters featuring Mary in tights, she does leave for the Tivoli. Blackie gets an injunction against Burley, but knocks out the process server when he hears Mary's performance as Marguerite in "Faust". She asks her to marry him and she agrees to go back to the Paradise as his kind of singer, but Blackie's childhood chum Father Tim intervenes. After Blackie slugs the priest, Mary leaves. She is soon the star of the Tivoli and Blackie's place is closed down. She sings a rousing "San Francisco" on behalf of the Paradise at the annual "Chicken Ball" and wins the $10,000 prize which Blackie throws to the floor. As she storms out of the hall a terrible rumble betokens the famous San Francisco earthquake. Buildings collapse, streets split wide open, the city burns, the army dynamites whole sections of town. After staggering around in a stupor Blackie finds Father Tim and the two of them find Mary at a Salvation Army camp. Backed by hundreds of others, they look out over the ruins which are gradually replaced by the shining new city with a reprise of the title song.

Born in Amarillo, Texas, he would debut in the film industry in The Boss of the Lazy Y in 1918. After small roles in several films, he received his first starring role in 1921's Outlawed. Over the next six years he would star in over 20 films. 1927 would see him return to smaller roles, which continued through the advent of talking pictures. His last performance on screen was in a small role in the classic The Picture of Dorian Gray in 1945. He died on December 12, 1951.
