The ambitious Stanton "Stan" Carlisle works in a sideshow as carny and assistant of the mentalist Zeena Krumbein, who is married with the alcoholic Pete. The couple had developed a secret code to pretend to read minds and was successful in the show business before Pete starts drinking. Stan stays with them expecting to learn their code and leave the carnival to be a successful mentalist. Stan also flirts with the gorgeous Molly that lives in the carnival with the strong Bruno. Zeena and The Savage, an alcoholic man that eats live chickens that the audiences believe that is a savage, are the greatest attractions of the sideshow. When Stan gives booze to Pete and he dies, Stan finds that Pete had drunk methyl alcohol and not his booze, but he feels guilty for the death of him. Zeena teaches the code to him and Molly helps Stan to learn them. After an incident, Stan is forced to marry Molly and he decides to move to Chicago with her to become a sensation in a night club. One day, he meets the psychologist Lilith Ritter and he finds that she tapes the sessions with her clients from the high-society. The trickster Stan envisions a scheme to raise a high amount of money swindling rich people. But his ambition brings him back to the life in the sideshow.

When sailor "Kewpie" Wiggins comes ashore with the rest of the fleet, he clears the girls out with his preternatural skill for tossing ringers. A frame-up plot by the girls to get Kewpie out of their hair backfires and Gloria is sentenced to thirty days in jail. With Kewpie's help, Gloria is released and given six weeks to come up with her $100 fine, while the girls find themselves owing $60 in back rent and hard-up for cash. Leading businessman J. August Freytag and his Go-Getter Club run a "Miss Pacific Fleet" popularity contest, with votes awarded by vendors for every ten-cent purchase. Kewpie, middleweight champ of the fleet, is set to box for a prize of 5,000 votes for the girl of his choice, and suggests using the votes to help "his girl" Gloria win the contest, which would end the girls' money troubles and allow them to return to New York. Kewpie and the girls get to work promoting votes for Gloria, who rises steadily up the leaderboard. Meanwhile Gloria takes a liking to Tom Foster, Kewpie's handsome Marine friend. Mae warns Gloria not to upset Kewpie before the big boxing match, but Gloria spends more and more time with Tom. The romance might cost Gloria 5,000 votes should Kewpie catch on, and if Gloria doesn't win the popularity contest she and Mae won't be able to get back on Broadway.

At a young age, pals Tom Powers and Matt Doyle begin a life of crime. At first it's just shoplifting for Putty Nose who fences whatever they can steal. They graduate from petty thievery to big time crime when they're drawn into a plan to rob a bank but the job goes bad and a policeman is killed. Tom and Matt find they're on their own. With the U.S. entry into World War I, Tom's brother Mike enlists in the Marines while Tom stays home to take care of their elderly mother. The introduction of prohibition however is where they start to make big money working for mobsters Paddy Ryan and Nails Nathan.
