In 1928, Big Ed Hanley, boss of a gang of Chicago racketeers, has money and power, but he is bored. Watching some kids play in the park, he sees Ruth Manning and is interested at once. He tells her he has a couple of kids and gives her the job of taking care of them. He moves Mamie in as a housekeeper, but the best he can scrape up as a son is Harry, a pint-sized monster. A couple of henchmen sent by to rub Big Ed out by his rival, Pretty Willie, are relieved of their hardware by Quentin, Ed's butler, and Bugs, his right-hand man. They march them downstairs, supposedly to drop in the river, but actually leave them in a very nice jail maintained by Ed for gangsters who drop by to rub him out. Ed's problems include keeping Ruth, who has begun to like him, from finding out about his activities, increasing his family, and keeping uninvited guests from dropping by.

Two people have been murdered in Clayton by a mysterious killer using a blow-gun. Socialite club-leader Phoebe Witherspoon comments that "the town needs another Ma Pilkington, the best police chief the town ever had", and the town's newspaper editor, Henry Wright sends reporter Breezy to find the late Ma Pilkington's daughter, Jane "Pilky" Pilkington. She is given the job of tracking down the killer and policeman Mulligan is assigned to assist her. But after two more unsolved murders, Wright buys "Pilky" a ticket back to Horsetrot, the town in which they found her, and summons a Chicago detective to take over the case. "Pilky" is depressed by this turn of events and more so when she learns that Breezy is engaged to Maybelle, an actress. Mulligan is also fired. The killer strikes again by killing stage producer Tommy-Gun Tucker and the Chicago detective decides to go back to the safe confines of the Windy City, leaving "Pilky" again in charge. She sees Maybelle take a note out of Tucker's pocket during the investigation. She filches the note and, through it, tracks down the killer as being town coroner Dr. Bleaker, who was mixed up in some shady deals with Tucker and Maybelle. Mulligan is re-instated and "Pilky" remains in Clayton as the police chief.

Amy tells Bertram she will not press her suit if he will allow her to take over the salon but he turns her down over the objections of his attorney Middlesex. Dottie Nickerson, a trusted employee at the salon, sees Kuo steal some letters from a customer's purse and hears her telephone Blynn. Sweet has been attacked by a mysterious assailant and Dottie visits him in the hospital and tells him what she observed. He wants to visit Blynn's apartment, but Dottie hides his trousers.

The story has nurse Ann Smith, with the knowledge of her night supervisor Sarah Keate, smuggling her brother Allen Tracy into the hospital as a patient of Doctor Taggert, in order to hide him from gunmen sworn to get him. Gangster Mortimer Beatty is admitted to the room next to Tracy's. Ann's patient is found dead, but the dead man is not Tracy but a charity patient who had died days before, but now has some fresh bullet wounds in his body. Ann's sweetheart, hospital physician David McKerry, and the police, led by Detective Mattoon, try to solve the mystery of why anyone would want to shoot a man already dead. Bumbling nurse Flossie Duffy finds the body of the murdered morgue keeper, while Ann explains that her brother slipped out of the hospital and she had substituted the corpse in his bed, hoping the gangsters would believe he had died. Beatty also turns up missing, and in his place on the operating table is the unconscious Tracy, suffering from blows to his head. And it is learned that Dr. Taggert and the morgue keeper were mortal enemies. Maybe there are two mysteries.
