The record was produced by Anderson, Lou Reed and Roma Baran. Anderson began touring the project in late 2007. The album was originally slated for release in 2008. Because the project kept changing in form, the release was pushed back several times. The final release in 2010 was a two-disc set consisting of a CD of music and a DVD.

With this release, Anderson attempted to move away from her previous image as a performance artist into a more musical realm. Although music had always been part of her performance, it was never brought to the fore as much as it was on Strange Angels. Anderson did more singing on this album than she did on previous albums. As a result, completion of this album was delayed for nearly a year when Anderson decided that she needed to take singing lessons; in the process she discovered that she was a soprano.

Burroughs, recorded during their "Red Night" spoken word tour of 1981. Released through Giorno Poetry Systems Institute, the album was funded in part by grants from the National Endowment for the Arts and the New York State Council on the Arts. Most of Anderson's material came from her performance piece, United States, and live versions of some tracks, such as "It Was Up in the Mountains", would also be included in her later 4-LP release, United States Live. This was Anderson's first substantial album release (previously she had only contributed a track or two), and she followed this in 1982 with her first full solo album, Big Science.
