Circumstances have made Shaka a career criminal. When plague empties a town of its inhabitants, he takes the opportunity to burgle a house. He finds nothing except Shanti, a widowed daughter-in-law who has been left to die by her cruel relatives. Shaka nurses her back to health. When her relatives return they are not pleased to find her alive and even less pleased to discover that someone has tried to rob them. Shanti gets the blame and a beating. Mr. Gupta passes away after an accident while on duty, leaving behind his ailing wife and school-going son, Ramnath. Both await for some compensation, and when they are informed that the company does not accept liability for Gupta's death, his wife falls down the stairs. and passes out. When Ramnath goes to fetch a doctor, he is knocked down and run over by a speeding car, losing the use of his left leg. When he returns from hospital, he finds that his mom has passed away, and his landlord has evicted him. Penniless and hungry, he roams the streets of Bombay and befriends a blind young man, Mohan, and both use their talents - playing and harmonica and singing respectively to earn some money. Mohan is on the look-out for his sister, Meena, who works as a Nurse in one of the hospitals and hopes to be reunited with her. Both friends befriend a ailing young girl, Manjula, and hope to get some money from her so that Ramnath can attend school. But fate has other plans for them, Manjula passes away, Meena does get to meet Mohan, but refuses to recognize him as she does not wish to associate herself with a lowly beggar; while Ramnath is arrested by the Police for his alleged involvement with a group of robbers.

Sharda (Mala Sinha) is the only daughter of a wealthy educationist and founder of Sharda College, Dubeyji (Nazir Hussain), where she studies. Dubeyji hires a young man as a Professor in this College. The young man's name is Vijay Kumar (Guru Dutt), who makes a good and lasting impression on Sharda and both fall in love. Vijay Kumar's mother (Leela Chitnis) and sister Uma (Lata Sinha) live in a small house in a far off village and are not wealthy. This affair between a professor and a student spreads like hot fire through the college campus and angers Dubeyji so much that he asks the College Principal, Vidya Ratan, to dismiss Vijay Kumar. But Vidya Ratan is supportive of Vijay Kumar and Sharda and convinces Dubeyji that it will be in everyone's best interest if both get married. Dubeyji reluctantly agrees and the two get married and return to Vijay Kumar's home. Once there, Vijay Kumar is approached by the Arts College Principal (David), who offers him a job at his college. Soon there is more good news when Vijay Kumar's sister Uma (Lata Sinha) gets married to her boyfriend Sukhiram (Deven Varma), son of the comically parsimonious Dukhiram (Om Prakash). One day during preparations for College Day festivities, Vijay falls off the roof of the college building and is hospitalized. The doctors are able to save his life, but warn the family that Vijay's heart has been weakened and being subjected to any stress can be fatal, including a sexual relationship with his wife. But the lure of the human flesh proves to be too much for Vijay and as soon as he recovers he wants to consummate his marriage with Sharda, who must either give in to the attraction of the flesh herself, or live the life of a celibate, or alternatively separate from Vijay and marry Shankar (Feroz Khan), the young man her father had wanted to marry in the first place.

Circa British Rule in India is the tale of two Delhi families, that of Nawab Badruddin and Gulshan Rai. The two families are so close that they virtually share the same house. The Nawab's daughter, Husn Bano, has an affair with a young man named Hamid, & gets pregnant. When the Nawab attempts to arrange her marriage with Hamid, he finds that Hamid has disappeared. Amrit Rai and his wife Savitri assist Husn with the birth of a baby boy, Dilip, and even adopt him and give him their family name. Young Dilip is a cute young child, the apple of the Badruddin and the Rai households. Husn then gets married to another young man, Javed, and moves to another location. In the meantime, while participating in a protest to force the British to leave India, the Nawab gets killed. Years later, Husn Bano and Javed return to a warm welcome by the Rai family. Then she meets Dilip - not the Dilip she had left behind - this Dilip is fascist, a Muslim-hater, who has joined forces with other extremists, in order to force Muslims to leave India, and even go to the extent of burning buildings and killing them. His father opposes this, has a heart attack, and Rajan accepts the job offer, and goes to work in his father's office. He does not do too well, his father passes away, and he joins the military. Disheartened, he returns back to the military, into the war zone. Then he volunteers to rescue a senior military officer, does get through enemy lines, and finds out to his shock that the senior military officer is none other than Major Bakshi. Niravan (Nazir Hussain), the village postmaster receives an envelope with a cheque for a very large amount, with the instructions that he is to turn this cheque over to the most honest man in the village. Honest Niravan calls a village meeting and informs them of this outcome. They mutually agree that there are five people in the village who can be called honest, however, since the stipulation states that the amount is to be turned to only one, they decide to hold elections in the village, so that everyone can decide who the most honest man is. The outcome is hilarious as all the five prominent people bend over backwards not only to be honest and caring, but also be seen to be honest and caring. The village doctor starts treating all patients regardless of their ability to pay him; the village money-lender starts forgiving loans; the wealthy zamindar allows everyone to drink water from his property; the village priest allows the untouchables to worship in the temple. After the passing of Maharaj Dhiraj Rana Chandrabhan of Kailash Nagar, the Senapati, Veer Singh, crowns Rajkumar Dhivendra Pratap Bahadur Chandrabhan as the next King. Veer's wife, who has brought up Dhivendra like her own son, Surinder, would like Dhivendra to get married to Rajkumari Chandramukhi of Rajgarh. The Maharaja of Rajgarh is pleased to hear of this, and asks his daughter to set forth to Kailash Nagar. On the way there, she is abducted by her very own Senapati and held captive until she gives her consent to marry him. Dhivendra rescues her, both fall in love, but are captured by Senapati's men. Dhivendra is gravelly injured but manages to escape and is looked after Rajgarh's Raj Nartaki, Rajlaxmi, who also falls in love with him. After Dhivendra recuperates, he finds out that Chandramukhi is being against her will at Senapati's castle, he sets forth to set her free, but is captured in the process. Held in chains, he is blinded by a vengeful Rajlaxmi, and Chandramukhi is given an ultimatum - either wed Senapati or witness the death of Dhivendra.

In his quest for a heir, Rai Bahadur has an affair with a prostitute Meher. When Meher becomes pregnant he promises to take the child and educate him. Meher threatens to expose him if he does not take her son, and leave Meena's son in an orphanage. However, both children end up in his palatial home. He belittles Meher's son and finally accuses him of stealing. Fed up of these accusations, Meena leaves the house with Kishore, and ironically ends up with Meher. In the meantime, Rai's son has grown up to be an arrogant, and a champion boxer. Meena Khosla has an bicycle accident with fellow collegian Mahesh Kapoor, and after a few misunderstandings both fall in love with each other. They would like to get married, plan accordingly, and get intimate. When Mahesh's dad summons him home to get married, Mahesh initially refuses, but subsequently gives in, and gets married to Malti Rai. In the meantime, a pregnant Meena is thrown out of the house by her uncle and aunt, gives birth to baby boy, and abandons the child in a forest. The child is found by a kind-hearted devout Muslim, Abdul Rashid, who decides to adopt him, much to the charging of the Hindu and the Muslim communities. Abdul re-locates to the city, but is unable to shake the stigma of bringing up an illegitimate child, Roshan, who is subjected to all kinds of taunts by fellow classmates. Roshan then stops going to school, meets with Jaggu, a petty thief, who befriends him and introduces him to a life of crime. Then one day, the police arrest Roshan for theft, and bring him before a very disapproving judge - who is none other than his biological dad, Magistrate Mahesh Kapoor, who is all ready to impose a heavy jail sentence. Will the knowledge that his youth is his son change Mahesh's mind?
