The Square Deal Boxing Corporation (crooked as a snake's hind leg), through Gordon Rogers, tries to make a deal with Knobby Walsh whereby it will own thirty percent of the contract with Heavyweight Champion Joe Palooka Knobby refuses, saying even in West Wokkington Falls he could stage a record bout. He only mentions the town because that is where he is going with Joe and his wife, Anne Howe Palooka, to visit their friend Humphrey Pennyworth. Rogers assumes Walsh is going to stage a bout between Palooka and Pennyworth and hastens to block it. Rogers tricks Pennyworth into signing with him for a bout and then arranges for the crooked town mayor, Phiffeny, and his cousins who run the town to erect a fight stadium. Knobby tells Humphrey that the only way to get out of his contract is a recall election replacing the present town officials with honest ones. Humphrey, the most-liked citizen agrees to run for mayor. At a campaign picnic, a child actress hired by Rogers rushes up to the unmarried candidate, crying "Daddy."

Knobby begins the search for a new fighter by taking four fighters and handler Smoky on a tour of tank towns. He finds Joe Palooka, a natural boxer, in a small town. Anne Howe, a society girl passing through town, helps persuade the shy-and-gentle farm boy to sign a contract with Knobby. Joe wins a string of sensational matches and, while training for the championship match with the recently-crowned champion Costa, Anne invites him to a party where her snobby society friend Ronnie Brewster makes a fool of Joe. The latter's training suffers as a result of this and estrangements from Knobby and Anne, but he rebuffs the efforts of Florini to get him to throw the fight.

Two people have been murdered in Clayton by a mysterious killer using a blow-gun. Socialite club-leader Phoebe Witherspoon comments that "the town needs another Ma Pilkington, the best police chief the town ever had", and the town's newspaper editor, Henry Wright sends reporter Breezy to find the late Ma Pilkington's daughter, Jane "Pilky" Pilkington. She is given the job of tracking down the killer and policeman Mulligan is assigned to assist her. But after two more unsolved murders, Wright buys "Pilky" a ticket back to Horsetrot, the town in which they found her, and summons a Chicago detective to take over the case. "Pilky" is depressed by this turn of events and more so when she learns that Breezy is engaged to Maybelle, an actress. Mulligan is also fired. The killer strikes again by killing stage producer Tommy-Gun Tucker and the Chicago detective decides to go back to the safe confines of the Windy City, leaving "Pilky" again in charge. She sees Maybelle take a note out of Tucker's pocket during the investigation. She filches the note and, through it, tracks down the killer as being town coroner Dr. Bleaker, who was mixed up in some shady deals with Tucker and Maybelle. Mulligan is re-instated and "Pilky" remains in Clayton as the police chief.
