The show was introduced as a midseason replacement on the CBS network and broadcast from 1973 to 1980. Halfway through the series run, Mark Shera was added to the cast as the cousin of Ebsen's character, who joins the firm. William Conrad guest-starred as Frank Cannon of Cannon on the first Barnaby Jones episode, "Requiem for a Son", and the 1975 two-part crossover episodes, "The Deadly Conspiracy". The series was produced by QM Productions (with Woodruff Productions in the final two seasons). It had the second longest QM series run (seven and a half seasons) following the nine years of The FBI. The series bore the Quinn Martin trademark where commercial breaks divided each episode into 4 "Acts" concluding with an epilogue. The opening credits were narrated by Hank Simms.

The only part of Sam's life that he is not happy about is his job as a lowly cog in the art department of the advertising firm of Burke & Hare. Sam's professional life takes a major turn when he is made executive of the Nurdlinger Dairy account. Simon Nurdlinger is a wholesome family man who wants a wholesome family man with wholesome family ideals heading his account, Sam the only one in Burke & Hare that fits the bill. Sam's home life also takes a major turn when Min's college friend, Janet Lagerlof, moves in next door. Janet stands to inherit $15 million from her grandfather's estate, but the will has a clause that she must be happily married to inherit the money. Janet is technically divorced from Howard Ebbets, and states that getting back with Howard is not worth $15 million. But when Jack Bailey and Irene Krump - two of Janet's relatives who would like to find any excuse to contest the will - come by for an unexpected visit, Janet impetuously introduces Sam as her husband, Howard. Things get more complicated for Sam when he is later forced to introduce Janet as Mrs. Bissel to both Burke and Nurdlinger. Sam and by association Min go along with the ruse, and for their troubles Janet offers to give them $1 million of her inheritance. After that, further complications occur: Janet notices a private investigator snooping around the neighborhood, the P.I. hired by Janet's relatives; Howard, Janet's ex-husband comes back wanting to reconcile with her; and without Sam's knowledge, the Nurdlinger creative includes billboards featuring a wholesome couple espousing the goodness of Nurdlinger milk, that wholesome couple being Sam and Janet as Mr. & Mrs. Sam Bissel. They just have to continue dealing with these complications until the legal hearing. But Min may just have had enough of this plan before they get the money.

It is during this confinement that they finally get a chance to know each other and learn that they are indeed twins, separated when they were babies when their parents, Maggie McKendrick and Mitch Evers, divorced. Wanting to get to know and ultimately love the parent they never met, Sharon and Susan decide to switch places, Sharon will go to California and pretend to be Susan, and Susan will go to Boston and pretend to be Sharon. The other thing they believe is that their parents still love each other, why else had neither ever remarried. The two parents would ultimately have to "un-switch" them, when the girls hope their parents will fall in love all over again. Sharon and Susan are initially able to carry off the ruse, but in California, their plan hits a snag when Mitch introduces his daughter to a young woman named Vicky Robinson, Vicky, who aspires to be the second Mrs. Mitchell Evers. Sharon and the domestics in the Evers household think Vicky is merely a gold digger out for Mitch's money. Sharon and Susan have to figure out a way to get rid of Vicky and bring Maggie to California more quickly than planned, so that their parents can reconcile, and the foursome can be one big happy family.

It featured a Prohibition Era setting and concerned the adventures of two newspaper reporters, Pat Garrison and Scott Norris, in ferreting out various kinds of corruption that existed during that period. Pat and Scott were aided by nightclub singer Pinky Pinkham, copy boy Chris Higbee, and various others. Rex Reason, who played Scott Norris, departed the series after its first season and was replaced by John Dehner as Jim "Duke" Williams. Dorothy Provine, who played Pinky Pinkham, was well-received by the critics for her singing and acting in this series but it was all for naught. The Roaring 20's aired in a suicidal timeslot on Saturday nights opposite Perry Mason on CBS and Bonanza on NBC. This less than desirable timeslot led to the show's cancellation after 45 filmed episodes and a year and a half on the air.
