Jake Riley is a detective who has been on the trail of Edward Garrotte, a serial killer, for three years. Mere days before Riley is set to retire, Garrotte kills again and then calls Riley up to threaten the man's friends and family. Riley is soon called in as a consultant for a government project. This project involved making a clone of Garrotte, which held onto some of the original's memories. Riley is brought on to train the Replicant and use him to help track down Garrotte. While the Replicant sees Riley as kin, Riley fears that Garrotte's killer nature may cause the Replicant to flip out. What follows is a game of cat and mouse where Garrotte and the Replicant run into each other repeatedly. Garrotte wishes for his "twin" to join his side and kill Riley, while the Replicant deals with his conflicting thoughts of helping Riley to put down a killer and resisting the very same urges which the original embraces.
