Pinocchio has been a real boy for a year. So his creator, Geppetto makes him a cake to celebrate. After a visit from the Pinocchio's Fairy Godmother (who had turned Pinocchio into a real boy), Geppetto realizes that he must deliver a precious Jewel box to the Mayor. Pinocchio persuades Geppetto to allow to take the box and makes his way to the Mayor's house. Pinocchio also takes with him his hand-make glow worm, which magically becomes real when Pincoccho gets distracted by a Carnival that has come to town. Pinocchio names his glow worm Willikers and decides to take a peek at the Carnival, despite Geppetto telling him not to go anywhere near it. Nearby, Scalawag and his colleague Igor advertise a three-shell game which cheats people out of their money, leading to Scalawag's and Igor's escape by using a cannon to get away from the angry mob. Scalawag meets Pinocchio and trades the Jewel box a ruby, which turns out to be a fake when Pinocchio gets home, which angers Geppetto. Pinocchio runs away to the Carnival where he watches a performance, and falls in love with the star puppet, Twinkle. After the people leave, the Puppet Master, Puppetino, tells Pinnochio about what it takes to be a performer, then transforms him into a puppet in an evil fashion. With help from Willikers and the Fairy Godmother, Pinocchio eventually escapes from the Carnvial to find the Jewel box, promising Twinkle along the way that he will find a way to make her real as well. Pinocchio meets with Scalawag and Igor and demands the Jewel box. Scalawag tells Pinocchio that he does not have it and says that they were outnumbered by a gang of thieves lead by Puppetino who took it. Pinocchio decides to track down the Carnival and Scalawag vows to help him go after it to get the box back, secretly intending to hand him over to Puppetino in exchange for gold. The Carnival, however, is a a lot more mysterious and evil than it seems. Including the evil master of the Carnival - the Emperor of the Night.

Now Rowlf is a vet secretary, Fozzie's living in a cave, and Miss Piggy is working at a hotel with her partner, but apparently they get fired, and now Miss Piggy lives next door to where Kermit works at Pete's with Jenny. When Jenny and Kermit find producer-in-training Ronny Coleman, he promises to produce their show. The gang returns to Manhattan, but after getting hit by a car in joy, Kermit gets amnesia and now finds work making ads with other frogs. When Kermit is found at Pete's, they try to restore his memory.

It's 1930. Claire, an American living in Tijuana, Mexico, has just buried her husband Harry, who owned a dive bar there. Walker Ellis, a loser with who she has long had a thing on the side, agrees to wrap up her affairs in Tijuana for her so that she can move stateside before they be together after an appropriate grieving period. Wrapping up those affairs includes smuggling one last truckload of illegal Mexican immigrants across the border. In that job not going quite according to plan, Walker is forced to go into business rum running across the border with Kibby Womack, one of those he was trying to smuggle across the border, Kibby an American in trouble with Uncle Sam. Instead of via overland, Walker has hired Billy Mason to captain the sailboat to transport the goods via water, Billy a young, quiet man unwise to the ways of the world, but wise when it comes to the sea. As Walker, Claire, Kibby and Billy navigate the waters on this venture, they will find two inherent risks. The first is the US Coast Guard, officious Captain Moseley who patrols these waters. Moseley and the Coast Guard can do nothing if they're in international waters unless there is a sign of illegal cargo or a sale of illegal merchandise. As such, Moseley can usually just "starve" rum runners who just sail up and down the coast unable to dock in a US port. And second is other rum runners. While the small players generally leave each other alone, the east coast mob has sent Christie McTeague to place first a foothold then second a stranglehold on the entire west coast Mexico-US trade. Through it all, Claire has convinced Kibby and an initially reluctant Walker that their three partner business should extend into the bedroom.

Fosse also directed and choreographed the concert, and Ebb wrote and arranged the music with his song-writing partner John Kander. All four had previously worked on the successful film adaptation of Cabaret earlier in the same year. According to Minnelli, it was "the first filmed concert on television". Singer sponsored the production, even though the producers did their best to keep any of the sponsors from seeing the rehearsals for fear of them pulling out due to Minnelli's short skirts.
