Those who might write about this film without seeing it might also question why the government needed horses during WW II (if that is all they knew about it from a short synopsis read somewhere), but viewing it one can learn that Jim Fellows, is the head of a government experiment in wild horse reclamation for purposes other than war, and his efforts are hampered by Gus Jordan, manager of the swanky Lariat Lodge dude ranch, but actually the leader of a gang of rustlers who steal the horses as fast as the ranchers can round them up for the project. When the rustlers steal a herd from Alice Blake, her kid brother Bobbie, sets out to get help from his radio favorites, Roy Rogers, King of the Cowboys, and the Sons of the Pioneers, who are en route to Lariat Lodge to play a one-night stand. While riding down the road with Gabby Whittaker, who has given him a ride in his jalopy, Bobbie sees three men who he recognizes as rustlers and, when he tries to stop them, they begin beating him with whips. His life is saved by the timely arrival of Roy and the Sons of the Pioneers. On the way to take Bobbie back to his sister, who is at the Fellows Ranch, they run into the rustlers on a raid, and take Burt Wooster and Pete prisoners. Wooster, the foreman at the Fellows Ranch, is actually an accomplice working for Jordan. He insists that he is not a gang member and Roy, pretending to believe him, agrees to let him take Pete to Sheriff Brite. Unaware that Roy and the Sons are following, Wooster and Pete go straight to the Lariat Lodge, where Wooster, after announcing that he is quitting, soon learns that he should have gone to the Sheriff with Pete, because Jordan and Pete shoot him. He lives long enough to tell Roy that the signal for a rustler raid is the playing of a certain song over the Lodge's nightly radio program.

The Weaver Brothers and Elviry have migrated from their usual hard-scrabble digs in the Ozarks and have taken up truck-farming (raising fruits, vegetables and flowers) on some more-bucolic farm land outside the city-limits sign of Pasadena, California. There small farm is adjacent to the estate of a wealthy snob and it stands to reasons that he and the Weavers are not going to the same social functions. Things get worse when the Weavers start taking migrant youths off of the streets, feed them, bed them, and employ them in their gardens. One of the migrants is a tough little cookie, Sock, of the type usually played by Frankie Darro (and is played by Frankie Darro here),and he makes some problems because he isn't totally convinced the Weavers aren't just out to exploit him and his fellow vagabonds. THe film also has time for the budding romances between Sock and Pansy, and between Bill Bennett, a juvenile probation officer, and Joan, the daughter of the rich snob. The climax comes when the migrant boys win first prize, with an Abraham Lincoln float, in Pasadena's annual "Tournament of Roses Parade" that they designed themselves and used flowers nurtured by them in the Weavers' gardens. (The film was made and released (November 25, 1941) shortly before the Japanese sneak-attack on Pearl Harbor on December 7, and the Rose Bowl that year was moved to Durham, North Carolina, because of the fear of the Japanese bombing the West Coast.)

A remake of Monogram's 1934 "City Limits" with practically all of the character role names the same as in the earlier film, and the primary difference here is that the author of the original story, Jack Woodford, receives no mention here. George Waggner (as Joseph West),who adapted the story for the first film, takes an "original screenplay" credit here with no nod in the direction of the man who wrote the story in the first place. A glance at a few Universal B-westerns Waggner "wrote" for Bob Baker will find that the majority of them had also been written before by other writers, mostly in the John Wayne Lone Star westerns. Edmond Kelso's additional dialogue credit must have been for the interplay between Frank Faylen's and Charlie Hall's hobo characters, especially when Faylen starts explaining why the sixty-cent dollar is still worth a dollar in a 40-year precursor to voo-doo economics. Story concerns railroad tycoon J.B.
