Yager, through a Spanish land grant, and with the help of a crooked Judge, has proven ownership to all the land in the Red River territory. He and his henchmen have been evicting all of the ranchers who won't pay rent on their own ranches. Jim and Ike gain the confidence of a crusading newspaper editor, Sam Sterling and his daughter Carol. Jim and Ike, dressed in black robes and masks, attend a meeting of the ranchers and offer to help them. They join Yager's gang and, following orders, collect the rent money, but then don their robes as Mr. Justice, and hold up Yager's other collectors and return the money. Jim breaks into Yager's office and finds proof that the land grant is a fake, but Yager discovers the robes worn by Jim and Ike, both as Mr. Justice, and has two of his henchmen wear them and take money from the ranchers, thus breaking their confidence in "Mr. Justice." And then, Jim and Ike are captured by Yager.

He moves over to the elaborate offices supplied by the city's most powerful industrialist, J. T. Tapley, who plans on using Clay's good family-name reputation as a stepping stone to political patronage. The rift between Schofiled and Clay widens when the unscrupulous Tapley precipitates a strike in his factory mill, and then brings in strike-breaking scabs. Schofield can not abide the riots, suffering and death to the workers and sets out to bring Tapley and his political henchmen to justice.

Ethel McFarland presents her attorney husband, Alan, with the case of a dope addict named Jimmy Brown. With the help of Alan's impassioned defense, Jimmy gets aquitted. Alan feels the pressures of his job and is introduced to a doctor at his club. When he becomes addicted, he is blackmailed by his peddlers to represent their friends in court. Jimmy, now off the smack and a taxi driver, hears of these goings on. When he discovers that his passenger is the leader of the dope ring, he resolvs to aide the war on narcotics by crashing the vehicle head-on into an oncoming train, killing them both. Alan gets treated for his addiction and begins to fight the pushers in court, all the while, pushing for stronger laws against addictive substances. At the film's close, the film's producer, Dorothy Davenport, who also plays Ethel, and who's husband Wallace Reid died of a drug overdose, adresses the audience, imploring them to support her in her crusade to wipe out the narcotic menace in the United States forevermore.

Journalist Betsy Thorne travels from New York to Virginia to cover a story about the disappearance of Daniel Arnold at a supposedly haunted estate. In order to get into the house, she pretends to be a maid. In the household she meets Daniel's sister Dolores, the neighbor Dr. James Dunwoody who loves Dolores, and his son Roland, who is under suspicion. Betsy pretends to be tough, but when she sees a ghost emerge from the chapel, she screams. The result is that Dolores locks her in at night. The following night, Betsy climbs out of her window and sees the ghost again, this time in the graveyard. After some intrepid investigating, she finds that playing certain chords on the chapel organ cause a door to open, leading into a passage to a tomb. Betsy bravely pursues the ghost who turns out to be Daniel, though he has become deranged. Further, she discovers that he is actually desired by the law as an international forger.
