As Général Latour he leads the French resistance, which includes the brothel madam -made a colonel in charge of her sexy 'troops'- and a priest, and is joined by young US diplomat Alan Cassidy. Before he begins his post in the fall, he decides to spend the summer in the resort town of Ramsdale, New Hampshire. He is given the name of Charlotte Haze as someone who is renting a room in her home for the summer. He finds that Charlotte, widowed now for seven years, is a woman who puts on airs. Among the demonstration of those airs is throwing around the name of Clare Quilty, a television and stage script writer, who came to speak at her women's club meeting and who she implies is now a friend. Those airs also mask being lonely, especially as she is a sexually aggressive and liberated woman. Humbert considers Charlotte a proverbial "joke" but decides to rent the room upon meeting Charlotte's provocative daughter, Dolores Haze - more frequently referred to as Lolita - who he first spots in a bikini tanning in the back yard. He is immediately infatuated with Lolita, with who he becomes obsessed in a sexual manner despite her age, she being just into her teens. He will also learn that Charlotte has the exact same feelings for him. While Charlotte does whatever she can to be alone with Humbert, Humbert does the same with Lolita. As the summer progresses, Humbert, based on the circumstances, decides to enter into a relationship with Charlotte just to be near Lolita. In that new arrangement, Humbert has to figure out how to achieve his goal of being with Lolita with Charlotte out of the way. As things begin to go Humbert's way, he is unaware that Charlotte is not the only thing standing in his way between him and Lolita, that other thing being Lolita's possible interest in other boys, and other members of the male sex, young or old, who may have their own designs on Lolita.

However, young petty thief Tommy Towers steals John's car while it's parked on the street where John works. He delivers the stolen car to Meadows' chop-shop. John reports the theft to the police but the police is slow acting. With pressures at home and at work, John is desperate to recover his stolen vehicle. The police inspector keeps telling him to be patient as most stolen cars are recovered eventually. However, John becomes more and more desperate and impatient to re-claim his car. Against the advice of the police, he sets-out to investigate the matter himself. This will eventually bring him on a direct collision course with Lionel Meadows and his gang of chop-shop hoodlums.

Grand Fenwick's Prime Minister, Rupert of Mountjoy, believes the solution is to declare war on the US, and promptly lose the war in less than a day with no casualties on either side, after which the US, which it has historically done, will provide vast financial aide to rebuild the country. Grand Fenwick's monarch, the Grand Duchess Gloriana XII, ultimately supports this concept. The plan is to send an official declaration of war to the US, have a small army of approximately twenty sail from Marseilles to New York City, and the army immediately surrendering when they can't enter the US without visas anyway. Although seen as a hapless man, the person to lead the mission is Tully Bascombe, who inherited the roles of Grand Fenwick's head forest ranger, head field marshal and grand constable of the armed forces, which still uses longbows and arrows as their weapon. The Prime Minister and Duchess believe that even Tully cannot screw up losing the war. But things do not go according to plan, due largely to the US official receiving the declaration believing it to be a gag, and events happening in New York City the day the army arrives leading to the army having no one to surrender to. Things take a further turn when Tully believes that they can actually win the war by kidnapping Doctor Alfred Kokintz and his q-bomb - which is exponentially more deadly than the h-bomb - which he is developing for the US. This move by Tully leads to an all-out global crisis. In the process, they need to also kidnap Kokintz's daughter, Helen Kokintz, with who Tully falls in love, but who sees in Tully solely a criminal. Even the greatest diplomatic minds may not be able to figure a way out of this crisis, especially with Tully on the scene.
