In 1868, in the Dakotas, Cheyenne Chief Yellow Wolf and his son Little Wolf leave their destitute village and head toward the nearest army post in the town of Sand Creek. The two chiefs travel on foot because their tribe has very few horses. They intend to meet the local army commander to complain that, with winter approaching, their tribe needs warm clothing, horses and food. The Cheyenne have no firearms, as per treaty stipulations, and they cannot hunt for food. The local army commander is Captain George, a cowardly heavy-drinking U.S. Cavalry officer. He greets the two Cheyenne chiefs by saying that his main concern is not the Cheyenne's needs but the needs of his own people. He also insists that he was given orders to remove the Cheyenne from the Black Hills to a reservation in Oklahoma. Chief Yellow Wolf replies that the Black Hills region is their native home and refuses to accept the re-settlement to a reservation in Oklahoma. He is willing to offer Captain George a trade. The chief will show Captain George an area of recently discovered gold deposits in return for assurances that his tribe will not be removed from the Black Hills. Captain George reluctantly agrees to the trade, but after the two Cheyenne chiefs leave, he sends his man Garvin to shoot at Yellow Wolf in the street, in order to intimidate the chief. Unfortunatelly, Garvin shoots the chief dead. The chief's son Little Wolf runs back to his tribe and vows vengeance on the town. Town marshal Tate secretly loves Yellow Wolf's daughter Pretty Willow who is Little Wolf's sister. Tate believes that the Cheyenne should be allowed to remain on their lands. He cautions the townsfolk that Little Wolf's warriors might raid the town to avenge their chief's death. However, Captain George and the rest of the townspeople dismiss this warning and make fun of Tate. They also demand Tate's resignation as town marshal. A disgusted Tate complies and hands-in his badge. He makes plans to move out of town soon. That very night, Little Wolf's warriors raid the town, steal army guns and horses, kill a few people and disappear. Having stolen most of the town's horses and weapons, the Cheyenne plan to return in force and massacre everyone. Ex-marshal Tate must race against time and find a way to save the town.

In Wyoming Territory, army Major Ives and his men are building a temporary camp. The civilian surveyor, Mr. Keats is making preparations for the construction of a large permanent fort. However, the future fort is being erected on Cheyenne lands, in defiance of the treaty. Adam Reed is a self employed scout with friendly ties to the Cheyenne. Upset about the construction of the new fort on their lands, the Cheyenne ask scout Reed to contact Major Ives and deliver their message of grievance to him. The symbolic message consists of a yellow tomahawk as a warning against the building of a new fort in the area. Reed delivers the warning message to Major Ives but he is not taken serious. Major Ives lectures Reed about the need of bringing civilization to the lands that otherwise would go to waste under the savages. Reed retorts that Major Ives' only duty is to escort wagon trains of settlers passing through Cheyenne territory rather than build new forts in violation of the treaty. Reed also mentions the fact that Major Ives has a bad reputation with the Cheyenne who call him 'the Butcher' because of past massacres committed against Indians. Major Ives refuses to heed Reed's warnings, calls Reed a traitor and orders him to remain in the army camp to prevent him from returning to the Cheyenne. Reed obeys but warns everyone in the camp of a major Cheyenne attack. Major Ives orders the hurried construction of a reinforced defensive compound. Also in the camp are the families of the soldiers, a Mexican scout and his Indian squaw, the fiancee of one of the officers and a gold prospector who just happened to arrive there. Major Ives' determination to stay and defy the Cheyenne is not all due to his patriotism and courage. The Major also hides a terrible personal secret.

Two of his best friends, Lieutenants Phil Acton and Larry Knight are also attached to the cavalry unit serving at the isolated outpost. The two junior officers compete for the affections of Kitty Reid. Kitty Reid is Lieutenant Randy Reid's sister and Colonel James Reid's daughter. Although Kitty is engaged to Phil Acton she realizes that she's actually in love with Larry Knight. At a party given before her departure for St. Louis she sets things straight. Disappointed by the news, Phil wishes good fortune to Larry and Kitty. With the arrival of the stagecoach in town, newcomer Laura Jordan reveals that she's the new part-owner of the Blue Star Hotel and Gambling House. The other owner, Burke Kimber, tries to buy Laura out so that he could be sole owner but Laura refuses the offer. Through a twist of fate, both Lieutenants, Larry Knight and Phil Acton, get acquainted with pretty saloon owner Laura to Kitty's dismay. When Kitty's new beau Larry starts showing a romantic interest in worldly Laura, Kitty's protective brother, Randy Reid, looses his cool and decides to face Larry to defend his sister's honor. Things get more complicated when Laura's business partner, Burke Kimber, forcibly tries to push Laura into signing her share of the business over to him. This forces Larry to intervene in Laura's behalf with dramatic consequences.
