College student "Freckles" Winslow come home to Indiana to help a friend, Danny Doyle, who runs his uncle's hotel and took a mortgage on it in order to invest in a 'gold-finding-machine,' with his friend Jeff, the hotel porter. On the bus-trip home, "Freckles" meets a Chicago gangster, "Muggsy Dolan", posing as Jack Leach, on the lam from a bank-robbery, who decides a quiet Indian town would be the best place to hole up. "Freckles" also finds that his father has financial problems but, because of a long-standing feud between him and the town banker, Hiram Potter, is too proud and stubborn to ask Potter for help. "Freckles" decides that a major highway built through Fairfield would solve everybody's problems. Jack Leach, boarding at the hotel and casing the local bank, tells "Freckles" he has a friend that is a big financier, Nate Quigley, and just the man to put the deal over. Quigley, with Oil-Can Harry written all over him, shows up and calls for a town meeting, with the intention of stealing the townspeople's "subscription" money collected when they buy in on the highway project. Quickley also shows up with an uniformed chauffeur, Roxbury B. Brown the Third. Since Roxbury is played by Laurence Criner and Jeff by Mantan Moreland, and they spend a goodly portion (not enough, alas)of the film running through burlesque skits with all the perfection, skill, slapstick, insults and timing only two masters such as they could muster, their exchanges alone make this a must for those who have the ability to watch and enjoy a film in the context of the period in which it was made. The DVD comes from the 16-mm television-print and is missing a few segments involving some of the currently-shown (uncredited) players.

With the gang business washed up, Rickey Deane, suave first lieutenant to racketeer Chink Moran, and Louie Lanzer, a has-been fighter with itchy fingers, decide to take a peaceful vacation in the country. They are followed by three hard-boiled characters, Fingers, Ziggy and Crusher. Ricky, thinking they are to be rubbed out for deserting Chink, who has been drafted into the Army, stops his car and confronts them. But they merely want to ask Ricky to be their new boss. He declines but promises to call them sometime if the need arises. They are speeding through a Connecticut village and are stopped by yokel Constable Sam Smedley. Judge Paradise, with his daughter Virginia as court clerk, fines them $5.00 each, plus $37 costs - or 30 days in jail. They, while waiting to hear from Jimmy's lawyer, are taken to the cells and are amazed to find the tumbledown jail wide open, with prisoners walking in and out. The door won't lock. The judge explains to Jimmy that Middle Village is unincorporated and broke, its sole income being traffic fines. The town's bonds, for everything from the houses to the village pump, are owned in New York. He also adds that anyone in jail in an unincorporated village is safe from the outside law - Federal,State and City. Ricky, fine paid, hustles back to New York and buys the town bonds for $40,000. Back in Middle Village, Ricky starts the ball rolling; he retains Judge Paradise, sends for Fingers, Ziggy and Crusher, and renovates the jail into a luxurious club. His lawyer then starts a stream of "customers on the lam" who pay $1000 a week for the comfort and protection of the Middle Village Jail. New fire chief Crusher, police chief Ziggy and the others board with Henrietta, a maiden lady with aspirations of becoming a gun moll. She also startles them with her collection of wanted posters, their pictures among them. Louie and Henrietta fall for each other. Virginia, in love with Ricky, tries to talk him into doing big things for the town, such as reopening its one-and-only factory. Ricky agrees when the Army offers a defense contract for shell casings. Meanwhile, Chink has gotten out of the Army and buys Louie's half interest in Middle Village. He tells the "boys" they are suckers for letting Ricky spend the jail "take" on civic improvements and he plans to wreck the factory deal.

For fifty years the river has been the exclusive fishing preserve of the Muskalala Salmon Club, now operated by Heather McHale. When his reason for being there is discovered, she detains him at the club while she sends out a distress call to the club's powerful members to meet at the lodge and take action to prevent the dam from being built. Already in love with his hostess/captor, Owen leaves for the dam site only to discover from his assistant, Steve Crowder, that she has gone into action to stop the project. He rushes to the Forest Commissioner's office and discovers she is already there. He tricks her into a telephone booth, and after locking her in gets the commissioner to sign a permit approving the dam. Unknown to Heather, her guides wreck a truck and take shots at the power-company workers. She stops that but, in her capacity as a Game Warden, arrests Owen for cutting trees too close to the river. She has him locked into the lodge storeroom and goes to see the commissioner. Owen, after discovering her guides have cut the supports on a new bridge, escapes and saves her life by stopping her car when she returns to the lodge. Taylor shows her the company intends to build "fish-ladders" that will enable the salmon to keep spawning and stay in the river, and everybody concerned is now happy.
