Sandino and Roland Adams (Harry Holman), portly and trusty-looking front man for Sandino, form an Avenging Angels league to rid America of foreigners, and plan to make a fortune selling robes to the members. Sandino decides to adopt the name of Sands for this escapade. They return to a town in which Adams was once the mayor, and find that Adams' daughter, Wynne (Norma Trelvar), is busy entertaining a host of friends at a party she is giving for her fiancee District Attorney Bob Sherman (Arthur Singley.) Once installed in the town, with the aid of the trusted Adams, Sands soon has gathered a flock of potential members for the Avenging Angels. He initiates them by forcing them to kneel while he holds a revolver at their head and forces them to take the oath that carries death as the punishment for breaking it. He and Adams then sell them hoods, cloaks and revolvers at fabulously high prices. It is soon easy for Sands/Sandino to turn the hatred among the members against the city's foreign elements. The town citizens, foreign-born excepted, are easily swayed by Sands, with the exception of Sherman and newspaper editor Harry Warren (Allan Cavan.) With the money rolling in, Sands opens chapters in other parts of the state, and when Adams voices his resentment at Sands' courting of his daughter, who has split from Sherman, Sands caters to the old man's ambitions and has him elected governor of the state. Sherman, after the Avenging Angels strike at the aviation plant because of the many foreigners it employs, Sherman urges Warren to start a campaign to expose Sands. Sands sends some of his henchmen, led by Dave Burtis (Roger Williams), after the crusading newsman and he is whipped to death. Sherman redoubles his efforts and even Adams is offended by the flogging death of Warren, and other acts of bloodshed by the clansman. Sherman has Burtis arrested but Sands soon has him freed for lack of evidence. Burtis comes home and discovers his wife, Toots (Dorothy Kildare), has been accidently shot while resisting Sands' advances. Sands feels obligated by the threat that Burtis now holds over him, and determines to get rid of him. When Adams threatens to veto a relief bill, because the veto will add a half-million dollars to the coffers of the Sands' group, the citizens gather outside the governor's mansion and yell for him to explain the veto.

When Holman attacks Tex, his own gun goes off during a clinch in the fight and he falls, apparently dead. Tex is charged with murder and jailed. Kalmus incites his gang to storm the jail and lynch Tex. Meanwhile, Duke has discovered that Holman is alive and well.

This was one of the earlier uses of Robert Tansey's favorite plot (only the 3rd time he had trotted it out of the stable, but he got six more films out of it in later years) in which a group of outlaws (wrongly jailed this time) are let out to join up with the good guys against a worse bunch of outlaws. And, not unusual in the B-western genre, most of the production crew wore several hats; director Robert N. Bradbury and supervisor Lindsley Parsons wrote a song for Tommy Bupp, one of the actually good kid actors of the time who proved real quick-like that singing wasn't his strong suit, while Robert Emmett Tansey worked three jobs under three names... Robert Emmett on story and screenplay, Robert Tansey as the production manager and Al Lane as the assistant director. And, for a change, music director Frank Sanucci actually earned a composers' credit as he did write a song, as opposed to the multi-times some source keeps insisting on crediting him as a composer when he was really the musical director serving up canned music. Roving horse-trader Tex Randall (Tex Ritter) and Hank Hank Worden swap horses with a fleeing outlaw, The Tombstone Kid (Archie Ricks), and the pursuing Sheriff Grey (Ed Cassidy) comes along and arrests Tex as the man he was pursuing. But the man who framed the Tombstone Kid , saloon owner and leader of a horse-theft gang, James Clark (Earl Dwire), clears Tex and he is released. Clark then rigs the wheel at his saloon so Tex can win some money and buy the stolen herd of horses Clark can't get across the border, then has a henchman steal the receipt and also has plans to get the horses back. Tex and Hank swap herds with Dad Reed (Jack C. Smith), so Clark has him arrested for horse theft also. Things don't get much better for Tex and Hank until the Tombstone Kid shows up and shoots henchman Slug (Charles King just as he is about to shoot Tex. This is because when Tex swapped Tombstone a fresh horse back in the first reel, Tombstone thanks him and says something about casting "bread upon the water" (which Tex has to explain to Hank is from the Bible). They ride back to town with proof of Clark's double-dealing, and the sheriff lets Tombstone's six men out of jail, and they join Tex, their ranks now swollen to about fifty riders, to chase Clark and his gang across the plains in a chase-type scene much favored by director Bradbury over the years. That only leaves time for Tex to explain to Jean Reed (Jerry Bergh), the rancher's daughter, that he is really an agent for the Soutland Railraod, commissioned to pay a large price for the right-of-way through her father's ranch.
