Is there an admission fee for the park and where is ti located
A:
Yes there is instate is $4.00 per car not sure for out of state. I think if you google Delaware State Parks you can find out the cast.

Is there water?
A:
Creeks but nothing to swim or boat in. Nearby Brandywine is better for that. You can tube or canoe that body of water.
