Please explain admission and bus ride to top. I see there is a $30 car fee for more than 3 in car then you can pay for a bus ride to top and then do you pay to walk out on the area in front of the sculpture?

Yes you pay to get into the gate and then you pay for the van ride to the base of mountains where they are doing the carving. It is worth the extra money. The admission at the gate gets you into the museum, restaurant, and viewing deck of the mountain. You get your tickets at the gift shop.
