Yes, definitely but beware that other hikers with dogs off leash are often on the trail.

There is a parking lot for the trails so I think it is possible.

Depending on where you are staying ask the front desk if they have a shuttle to dale ball would be your best bet.No there is no public transport

At this time of year you may want to drive up to the trailhead at the north side of Hyde Park State Park and do a loop trail to the Winsor and back up via Bear Wallow. I'm 65 and live in Santa Fe full time. It's a bit rigorous on the return, but shaded by trees.
