Yes it is safe for a non swimmer, so long as you wear the personal flotation device the rental agency provides you. Although the river is a nice leisurely ride for the most part, there are somewhat strong currents and deep pools on the bends. But don't let that discourage you, I have only kayaked a couple of times and had no issues navigating. I would definitely do it again the scenery is worth it.
