Recommend you start at the Visitor Center; the earthquake loop from the parking lot is pretty flat and would accommodate your medical chair. There are lovely views of the ocean from the parking lots. There area couple of handicap parking spaces (access through a gate) and you may be able to use your chair the short distance from there to the view area above the lighthouse. Good luck! It may be less than an hour, but a beautiful drive. The day we were there it was very foggy at the light, but we waited for 30 minutes and it cleared a bit.
