Yes there is a dress code. I think it is wise to cover your knees and shoulders in all basilicas and cathedrals in Rome whether or not there is dress code to show respect.

Hi there, It is very likely that it will be open on new years day. As for mass etc, I would look up local customs for times. I found the following information in the tripadvisor forum regarding Rome on New Years so hope this can be useful. It was written by user only_lyon who had first hand experience of Rome on January 1st : Yes national museums are closed, but not private run galleries: we were able to go to Jean-Michel Basquiat exhibition at Palazzo Ruspoli in the evening (late opening, that was nice), and 3/4 other exhibitions were also open; the tourist office provided us with the list and schedules of what was open. We had a guided tour of Villa Medici gardens at 3:00pm. Churches are open. There are kids activities for children on Piazza del Popolo in the morning, seems very popular. A lot of people (and not only tourists!) just strolled along the streets. It was a rainy day, but superb light for black and white pictures with reflections in the water... And a lot of bars and restaurants are open. So, as you usually get up late that day, we actually found loads to do between noon and midnight!
