Depends on the situation; I would ask the lifeguard in question, if they had any objections.

Take your choice of the small brasseries, all the souvenir shops are the same. If you have forgotten something then you will find it along the stretch.

Yes there are lockers in the Bondi Pavillon near the entrance to the Toilets. Not sure of the cost
