I don't believe you will be able to get down to the second largest cliff dwelling. It was quite a hike. However, you should be able to drive yourself through the park and see quit a few, you will be viewing them mainly from across a valley, but they are still very interesting. I might suggest you take a pair of binoculars. The tour is another way.

I am a tour guide for Aramark in the park. All of the paid tours, ours and the Park Service's end the week of the 23 of October. However, the park itself is open 12 months out of the year and all of the 700 year tour sites and the Museum etc. are open for you to see on your own.
