I paid $8. It's paid at a kiosk. You pay for the amount of time you wish to be there. Don't go over that time, though. I've read that they will charge around $16 if you exceed the amount you paid for. So, to be safe, figure how long you intend to be parked there, and go over it by a half hour.

YES, there are reasonably priced paid parking lots across the street. There is also limited metered street parking for short visits

I don't see why not, The day I was there, there were several people using mechanical wheelchairs or scooters (I'm not sure what to call them)
