Tender issued for installation of LED street lights

After implementing the free bus ride scheme for women and deployment of marshals in the public transport buses for the safety and security of the women, the Aam Aadmi Party (AAP) Government has embarked upon war footing to fulfil its one of the poll promises — “Eradication of Dark Spots” in the national Capital. Dark spots have been a cause of concern as that impacts the safety of the public especially women and children.

The Public Works Department (PWD) has issued tender for the installation of ‘Smart LED street lights”. In the first phase, a total number of about 1,150 lights will be installed in the New Delhi area.

It may be noted that Delhi Chief Minister Arvind Kejriwal in September this year had also launched a scheme called ‘Mukhyamantri Street Light Yojana’ with an aim to completely eradicate the ‘dark spots’ in the National Capital.

The target of the AAP government is to install a total number of 2.1 lakh street lights across the city. However, in the first phase of the project the PWD will install about 1150 smart LED street lights in New Delhi area under Mukya Mantri Sadak Punar Nirman Yojana.

“Tender has been floated for the project and will take a month time to open. Once the agency will be hired, survey will also be conducted across the New Delhi area to identify the dark spots. After which the smart LED lights with a 360 degree coverage technique will be installed,” said a government official.

The smart LED street lights will be automatic and will be remotely monitored and controlled through cloud based server suitable for all weather conditions. The estimated cost of the first part of the street light project is Rs 97,87,750.

Out of 1150 lights, 800 will be 40 watt and350 number of street lights will be 20 Watt with insulated bracket, said an official. “The agency which will be awarded the work to install street lights will also take the maintenance and operations of these lights for a period 3 years,” said the official.

According to the officials, each LED street light will have individual embedded communication node and controller interface with luminaries. The luminaries will have the facilities of plug and play installations. With having two way communications facilities the lights will be automatic, for instance it will have a sensor which will automatically turn on when it is dark and will stop when the sun rises in the morning.

The streets lights will have upgraded facilities such as alert and alarm notifications. “Each street light will be equipped with alarm management. In case any fault will occur and the light will not function, the information will be automatically sent to the field staff/agency. Further, it will be a complete smart system function all time and will not be out of order for more than 48 hours. The communication node will have self protection from short circuit and over voltage,” said the official.

Officials further added

that the system will have real time and seven days data backup facility such as time of On/Off data, power consumption data and Fault/operation duration data.

The web hosting /operation management with software access with API for 7 years shall be provided. The software of the controller will have HTTP access and each light will be controlled individually via the Software, said the official.

Besides, the street light will get electricity from the building owner’s household connection itself. “We will deduct that amount from people’s bills. This will also be an automatic arrangement,” Delhi CM had earlier said while launching the project.
