There is currently a big push to legalize sports betting in Missouri. With bills progressing well and a large coalition of professional sports teams and casinos backing them, there is hope that legal sports betting will arrive in the Show-Me State by the end of 2023.

Daily fantasy sports have been legal in Missouri since 2016. While the legislation for legal online sports betting is finalized, players aged over 18 are able to wager real money on daily fantasy.

Rep. Dan Houx introduced sports betting bill HB 2331, which passed out of the Special Committee on Public Policy 5-2 on Feb. 1. Should this legislation become law, it would legalize sports betting in Missouri by allowing casinos and pro sports venues to offer digital sportsbooks. It would also establish “designated mobile sports districts” around pro sports venues where only specified mobile apps would be available.

Other stipulations of HB 2331 include:

  • Retail sportsbooks would only be available at the existing 13 riverboat casinos.
  • Casinos could partner with up to three operators each while pro sports venues could partner with one.
  • The tax rate for operators would be 10%.
  • The Missouri Gaming Commission would be the regulator.
  • Operators would have to provide responsible gambling tools and avoid advertising to at-risk populations.
  • The application fee for a sports betting license would be $100,000 ($150,000 for an online sports betting license).
  • Proxy betting would be prohibited.

While Missouri finishes the legislative process of legalizing online sports betting, some neighboring states already offer the service to people within their borders.

Is sports betting legal in Missouri?

Sports betting is not yet legal in Missouri, however, there is hope that this will soon change. Legislation that would see both online and retail sports betting legalized in the Show-Me State has significant industry backing and is currently making its way through the legislative process. 

When is Missouri going to have sports betting?

If Missouri is going to have legalized sports betting in 2024, then the bills will have to be passed during the current legislative session. With the laws agreed upon, the process of assigning sports betting licenses can begin.

Should the laws pass during this legislative session, it might still be awhile before legal online sports betting is available in Missouri. 

What betting sites are legal in Missouri?

There are currently no legal sports betting sites in Missouri. There is no overarching federal law to legalize online sports betting, and the state laws are still in the legislative process.

This means that offshore sites that claim to accept sports bets from Missouri are likely not doing so legally, and players who use them are left with no consumer protections.

Can you use DraftKings sportsbook in Missouri?

While DraftKings will most likely look to obtain one of the 39 mobile sports betting skins that will be made available in Missouri, their sportsbook is not currently legal in the state. The legislation which will legalize online sports betting in the Show-Me State has not yet been signed into law. 

However, daily fantasy sports have been explicitly legal in Missouri since 2016. This means that players aged at least 18 years old are able to wager real money on DraftKings playing DFS. 

Can I do FanDuel in Missouri? 

Daily fantasy sports competitions have been legal in Missouri since 2016, meaning that players are able to wager real money on DFS sites such as FanDuel. However, as online sports betting is still in the process of being legalized in the Show-Me State, players will not be able to use the FanDuel sportsbook while in Missouri.

Is Retail sports betting legal in Missouri?

Retails sports betting is not currently legal in Missouri, however, this will change should the legislation currently progressing through the House and Senate passes. The current proposed gambling infrastructure would see sportsbooks made available for all 13 riverboat casinos. 

Latest Missouri Sports Betting News

The legislation needed to legalize sports betting in Missouri made some headway in 2023, with 16 petitions pending in Jefferson City, all filed by Missouri attorney Alixandra Cossette, who filed nine proposed sports betting initiatives back in 2021.

The purpose of these petitions is to potentially amend the Missouri Constitution and, ultimately, legalize sports betting in Missouri, which would give both pro teams and casinos stake in the industry.

After being in the public comment period, these 16 petitions lead to HB 2331. This bill made it past the Special Committee on Public Policy on Feb. 1. If it becomes law, this bill will legalize sports betting in Missouri.

The history of Missouri Sports Betting

Legislators have long been eager to introduce legal sports betting in Missouri. Six initial bills were drawn up in 2018 in preparation for the Professional and Amateur Sports Protection Act (PAPSA) being struck down by the Supreme Court. 

However, none of these progressed far, and little further progress was made in 2019 other than fact-finding. It seemed as if new bills would finally pass in 2020, but the legislature’s attention was urgently focused elsewhere for the following legislative sessions.

Missouri is a serious sporting state. Not only do fans have five franchises across four major sports to support, but the University of Missouri Tigers are one of the biggest collegiate sports programs in the country. 

Kansas City Chiefs

The Kansas City Chiefs have called their city home since moving there from Dallas in 1963. The team won their first Super Bowl in 1969, however, spend many years afterward out of contention.

St. Louis Cardinals

The St. Louis Cardinals are one of the oldest franchises in professional baseball and are able to trace their history back to their time as the St. Louis Brown Stockings in the 1882 American Association baseball league. 

The team have stayed in St. Louis for their entire history, and have brought home 11 World Series titles in that time. Their first came in 1926, with the Cardinals’ most recent success being in 2011.

Kansas City Royals

The Kansas City Royals were founded as an MLB expansion team in 1969, and it only took the team 16 years to win their first World Series. Their first title came in 1985, with a second coming thirty years later in 2015. 

Recent years have been hard on the Royals, though. They have not made it to the postseason, or even had a winning season, since their last World Series season. The team will hope that new ownership and a refreshed front office will turn their fortunes around. 

Sporting Kansas City

Sporting Kansas City was one of the original charter teams of the MLS, signing on as the Kansas City Wiz in 1996. The team was rebranded as the Wizards for the 1997 season and finally settled on their Sporting Kansas City name in 2011. 

While the team’s administrative offices are still based on the Missouri side of the river, the team moved to their Kansas-based Children’s Mercy Park in 2011. However, the team still maintains their support from across the state line. 

Sporting is one of the most successful MLS sides in the league. They have won the MLS Cup in 2000 and 2013, along with the Supporters’ Shield in 2000. The team also has four US Open Cups from 2004, 2012, 2015, and 2017. 

St. Louis Blues

The St. Louis Blues joined the NFL as a part of the 1967 expansion, and have since become the team with the most playoff appearances outside of the Original Six. However, the Blues have historically struggled in the postseason. 

The Blues’ first years were notorious for three back-to-back defeats in the Stanley Cup finals. However, the team finally broke their long frustrating streak and brought home the championship for the first time in the 2018-19 season. 

Missouri Tigers

The Missouri Tigers are the collegiate pride of the Show-Me State. While they may be light on national championships, their flagship football and men’s basketball sides still get massive amounts of support. 

The Tigers men’s basketball side has never progressed past the Elite Eight in the NCAA ‘March Madness’ tournament, however recent years have seen them as regular contenders. They have made appearances in 2018 and 2021, as they look to recapture their dangerous form of the mid-00s. 

The Tigers football program won back-to-back division titles in 2013-14, however, in neither year was able to bring home the conference title. The team have only missed one bowl appearance since 2017, though, and give their fans plenty to cheer about with their local rivalry games. 

The Tigers lead rivalries series against Kansas, Arkansas, Illinois, and Iowa, while still giving the likes of Oklahoma and Nebraska a tough time on the field.
