Election 2020: Who's on the ballot in central Pennsylvania?

Voters will be heading to the polls — or casting their ballot through the mail — for the presidential election in November.

In addition to the presidential race, they will be selecting candidates for seats in the U.S. Congress, the state Senate, the state House of Representatives, and more.

Polls will be open from 7 a.m. to 8 p.m. on Nov. 3.

The deadline to register to vote is Oct. 19.

Requests for an absentee or mail-in ballot must be received by the local elections office by 5 p.m. Oct. 27. Ballots are expected to start arriving in the mail this month. The completed ballot must be in the elections office by 8 p.m. Nov. 3. Postmarks do not count.

Here's what's on the ballot:

Presidential race

Pennsylvania is one of the states to watch in the presidential race this year between the major party candidates: former Vice President Joseph R. Biden, a Democrat, and President Donald J. Trump, a Republican.

Jo Jorgensen of the Libertarian Party also will be on the ballot.

Green Party candidate Howie Hawkins was removed from the ballot by a recent court decision.

U.S. Congress

9th District

Democratic candidate Gary Wegman will face incumbent Republican Dan Meuser.

The district covers Lebanon County as well as Carbon, Columbia, Luzerne, Montour, and Schuylkill and parts of Berks, Northumberland counties.

10th District

Democratic candidate Eugene DePasquale will try to unseat Republican incumbent Scott Perry.

The 10th Congressional District includes the following municipalities in York County:

City of York; the townships of Carroll, Conewago, Dover, East Manchester, Fairview, Franklin, Manchester, Monaghan, Newberry, Spring Garden, Springettsbury, Warrington, Washington, West Manchester and York (PART, Wards 01, 03, 04 and 05 [PART, Divisions 01, 02 and 03 (all blocks except 3020, 4030, 4033, 4037, 4048, 4049, 4050, 4051, 4052, 4053, 4054 and 4055 of tract 022910)])

The boroughs of Dillsburg, Dover, Franklintown, Goldsboro, Lewisberry, Manchester, Mount Wolf, North York, Wellsville, West York, Yoe and York Haven.

It also includes all of Dauphin County and parts of Cumberland County. 

11th District

Democratic candidate Sarah E. Hammond is running against incumbent Republican Lloyd K. Smucker.

The district covers all of Lancaster County and southern York County.

The district in York County includes the following municipalities:

The townships of Chanceford, Codorus, East Hopewell, Fawn, Heidelberg, Hellam, Hopewell, Jackson, Lower Chanceford, Lower Windsor, Manheim, North Codorus, North Hopewell, Paradise, Peach Bottom, Penn, Shrewsbury, Springfield, West Manheim, Windsor and York (PART, Wards 02 and 05 [PART, Division 03 (only blocks 3020, 4030, 4033, 4037, 4048, 4049, 4050, 4051, 4052, 4053, 4054 and 4055 of tract 022910)]) and the boroughs of Cross Roads, Dallastown, Delta, East Prospect, Fawn Grove, Felton, Glen Rock, Hallam, Hanover, Jacobus, Jefferson, Loganville, New Freedom, New Salem, Railroad, Red Lion, Seven Valleys, Shrewsbury, Spring Grove, Stewartstown, Windsor, Winterstown, Wrightsville and Yorkana. 

13th District

Democratic candidate Todd Rowley is running against Republican incumbent John Joyce.

The district covers all of Adams and Franklin counties as well as Bedford, Blair, Fulton, Huntingdon, Somerset and parts of Cambria, Cumberland and Westmoreland counties.

31st District

Democratic candidate Shanna Danielson is running against incumbent Republican Mike Regan for the seat.

The district covers parts of York and Cumberland counties.

In York County, it includes Carroll, Dover, Fairview, Franklin, Jackson, Monaghan, Warrington and Washington townships and the boroughs of Dillsburg, Dover, Franklintown and Wellsville.

33rd District

Democratic candidate Rich Sterner will square off against incumbent Republican Doug Mastriano.

The seat covers all of Adams and parts of Cumberland, Franklin and York counties.

In Franklin County, the municipalities include: Greene, Guilford, Hamilton, Letterkenny, Lurgan, Quincy, Southampton and Washington townships and the boroughs of Chambersburg, Mont Alto, Orrstown, Shippensburg (Franklin County side) and Waynesboro.

In York County, the municipalities include: Hanover borough and Penn and West Manheim townships.

Adams County

91st District

Incumbent Republican Dan Moul is the sole candidate on the ballot.

The seat covers part of Adams County and includes the townships of Conewago, Cumberland, Franklin, Freedom, Germany, Hamiltonban, Highland, Liberty, Mount Joy, Mount Pleasant, Straban and Union as well as the boroughs of Bonneauville, Carroll Valley, Fairfield, Gettysburg, Littlestown, and McSherrystown. 

193rd District

Incumbent Republican Torren Ecker is the sole candidate on the ballot.

The seat serves parts of Adams and Cumberland counties.

In Adams County, the district includes: Berwick, Butler, Hamilton, Huntington, Latimore, Menallen, Oxford, Reading and Tyrone townships and the boroughs of Abbottstown, Arendtsville, Biglerville, Bendersville, East Berlin, New Oxford and York Springs.

Franklin County

78th District

Incumbent Republican Jesse Topper is the sole candidate on the ballot.

The seat covers parts of Bedford and Franklin counties as well as all of Fulton County.

In Franklin County, the municipalities include Mercersburg borough and Montgomery, Peters and Warren townships.

82nd District

Incumbent Republican John Hershey is the sole candidate on the ballot.

The district covers Juniata and parts of Franklin and Mifflin counties.

In Franklin County, the townships include Fannett, Metal, and St. Thomas.

89th District

Incumbent Republican Rob Kauffman is the only candidate running for the seat.

The district covers the townships of Greene, Guilford, Lurgan and Southampton and the boroughs of Chambersburg, Shippensburg (Franklin County side) and Orrstown.

90th District

Incumbent Republican Paul Schemel is the sole candidate on the ballot.

The district covers the Antrim, Hamilton, Letterkenny, Quincy and Washington townships as well as Greencastle, Mont Alto, and Waynesboro boroughs

Lebanon County

101st District

Democratic candidate Calvin Clements will square off against incumbent Republican Frank Ryan.

The seat covers the City of Lebanon; North Cornwall, North Londonderry, South Annville, South Londonderry, West Cornwall townships and Mount Gretna, Palmyra and Cornwall boroughs. 

102nd District

Democratic candidate Matthew Duvall is running against incumbent Republican Russ Diamond.

The district covers the boroughs of Cleona, Jonestown, Myerstown and Richland and the townships of Annville, Bethel, Heidelberg, Jackson, Millcreek, North Lebanon, South Lebanon, Swatara, Union and West Lebanon. 

104th District

Democratic candidate Patty Smith will face incumbent Republican Susan C. Sue Helm.

The district covers parts of Dauphin and Lebanon counties.

In Lebanon County, it includes East Hanover and North Annville townships.

York County

47th District

Democratic candidate Fred Owens will face incumbent Republican Keith Gillespie.

The district covers the townships of Conewago, East Manchester, Hellam, Manchester and Springettsbury (Districts 2, 3 and 7), as well as the boroughs of Hallam, Manchester, Mount Wolf, North York and Wrightsville.

92nd District

Democratic candidate Doug Ross faces incumbent Republican Dawn Keefer for the seat.

The district covers parts of Cumberland and York counties.

In York County, it includes the townships of Carroll, Fairview, Franklin, Monaghan, Newberry, Warrington and Washington as well as the boroughs of Dillsburg, Franklintown, Goldsboro, Lewisberry and Wellsville.

93rd District

Incumbent state Rep. Mike Jones, R-York Township, is the sole candidate running.

The district covers the boroughs of Cross Roads, Dallastown, Fawn Grove, Jacobus, Loganville, Seven Valleys, Shrewsbury, Stewartstown, Winterstown and Yoe as well as the townships of Fawn, East Hopewell, Hopewell, North Hopewell, Springfield and York

94th District 

Incumbent state Rep. Stan Saylor, R-Windsor Township, is the only candidate on the ballot.

The district includes the boroughs of Delta, East Prospect, Felton, Red Lion, Windsor and Yorkana, as well as Chanceford, Lower Chanceford, Lower Windsor, Peach Bottom, Springettsbury (Districts 1, 4, 5, 6 and 8), and Windsor townships.

95th District

Incumbent Democratic candidate Carol Hill-Evans faces a challenger, Republican Kacey French.

The district covers the City of York, West York borough, Spring Garden Township and part of West Manchester Township (District 1).

169th District

Incumbent state Rep. Kate A. Klunk, R-Hanover, is the sole candidate on the ballot.

The district covers Glen Rock, Hanover, Jefferson, New Freedom and Railroad boroughs, as well as Codorus, Heidelberg, Manheim, Penn, Shrewsbury and West Manheim townships. 

196th District

Incumbent state Rep. Seth Grove, R-Dover Township, is the sole candidate on the ballot.

The district covers the boroughs of Dover, New Salem and Spring Grove as well as the townships of Dover, Jackson, North Codorus, Paradise and West Manchester (Districts 2, 3, 4, and 5). 

Local referendums

Franklin County

Voters in St. Thomas Township will decide whether the municipality will go wet.

The question on the ballot will be: 

"Do you favor the granting of liquor licenses for the sale of liquor in the Township of St. Thomas, County of Franklin?"

Lebanon County

Voters in South Annville Township will be deciding whether to go wet.

The question on the ballot will be:

"Do you favor the granting of liquor licenses for the sale of liquor in the Township of South Annville, County of Lebanon?"

York County

Voters in Loganville borough will decide whether the municipality will go wet.

The question on the ballot will be: 

“Do you favor the granting of liquor licenses for the sale of liquor in the Borough of Loganville, County of York?"
