LIVERPOOL, N.Y. (WSYR-TV) — The Liverpool Central School District superintendent is weighing in on the massive warehouse and distribution center that has been proposed in the Town of Clay.
Dr. Mark Potter says the project could have both a financial and operational impact on his school district. One of LCSD’s programs is held at OCM Boces, which sits in front of the Liverpool bypass. The developer of the project, Trammell Crow, says that bypass will be the main route for warehouse trucks to get to the Thruway. Traffic studies have shown there should not be a significant impact on the regular traffic flow in the area, but Dr. Potter is concerned it will affect the bus schedules.
“I think the company has done a really good job with, you know, the traffic studies and all of the issues related to how they operate. I think it’s those other factors, where we’re all curious about the long-term effects or issues,” Dr. Potter said.
The developer is getting around $66 million in tax breaks as part of a 15-year PILOT agreement. Dr. Potter says through the course of that agreement, the school district will be collecting more than $22 million in taxes. But he’s also looking ahead to what would happen after the PILOT agreement is over.
“We want to make sure that, when the PILOT is put into place, the property value doesn’t change because if the property value goes up and they’re not paying that share, everybody else in the community makes up the difference,” Dr. Potter said.
The Liverpool Central School District also has a golf team that plays at the Liverpool Country Club. Once the site is taken over by the developer, the students will have to find a new course to play on.
The Clay Planning Board approved the site plan for the project Wednesday.
